SMM7 March 24: at the 15th lead and Zinc Summit 2020 held by SMM, Li Shilong, chairman of the technological Innovation Strategic Alliance of China's Renewable Resources Industry, delivered a keynote speech on "thoughts and prospects affecting the Development of China's Renewable lead and Zinc Industry during the epidemic period".

I. the recycled lead and zinc industry is affected by the epidemic.

Li Shilong said that the outbreak of the epidemic after the Spring Festival in 2020 has had a certain impact on the production and life of all walks of life in China; in particular, restrictions have been implemented in the three-industry service industries such as transportation, aviation, tourism, restaurants, catering, schools and factories, such as transportation, aviation, tourism, restaurants, schools, factories and other densely populated areas. At the end of the Spring Festival, the price of lead and zinc was low and the work was weak. Some recycled lead and zinc enterprises had a panic attitude to the trend of the recycled lead and zinc industry, and the bosses' opinions on the prediction of the later stage of recycled lead and zinc were disorderly.

With the strong promotion of the CPC Central Committee and governments at all levels to speed up the resumption of work and production, it is clear that the development direction of grasping the prevention and control of the epidemic on the one hand and resuming production on the other, and most enterprises of recycled lead and zinc quickly organized to resume work and return to production and got out of the doldrums.

During the prevention and control of Xinguan pneumonia, the common problems faced by the lead and zinc industry are as follows:

1. Logistics and transportation is limited, raw material supply and product sales are under pressure at both ends;

2. Personnel return to work is limited, resulting in the resumption of production delay in some enterprises;

3. The operating rate of the downstream terminal consumer industry is insufficient, and the sales pressure of finished products is intensified.

4. The occupation and recovery of material funds is limited, and the financial pressure of enterprises is gradually increasing.

Second, the present situation of the development of recycled lead and zinc industry.

1. Development status of recycled lead Industry in China

The recycling of waste lead-acid batteries is one of the important areas of secondary resource recycling, and most of the lead in countries all over the world, especially in developed countries, comes from recycling. 90% in the United States, 85% in Japan, more than 60% in European countries, and about 40% in China. China's lead consumption has increased steadily since 2012, but the mine lead production shows a downward trend, which verifies that the gradual growth of lead consumption in China in recent years is mainly supplemented by the recycling of waste lead-acid batteries.

Every component of waste lead-acid battery is a valuable resource, which is mainly composed of lead electrode components (grid plate, lead paste, joint), plastic shell, sulfuric acid medium and other diaphragms, among which the weight of lead electrode components accounts for about 70% of the weight of the battery.

Lead is mainly used in lead-acid batteries. About 80% of China's annual refined lead production is used in the production of lead-acid batteries. Lead-acid batteries contain about 70% metal lead and about 20% sulfuric acid. If they are not scientifically collected and used, it will pose a serious threat to the ecological environment. Once the waste acid seeps into the soil and causes water pollution under it (it is difficult to cure for a hundred years), excessive lead will do great harm to the nervous system and organs of the human body. However, lead has a dual nature, in addition to toxicity, lead is also an important resource, especially recycled lead is an urban mineral resource, which has high utilization value and economic value.

In recent years, China's lead-acid battery industry and recycled lead industry green cycle upstream and downstream linkage, to promote the whole industry chain to enhance the level of environmental protection technology has made new progress. For example, Henan Yuguang Gold lead, Hubei Camel Group, Jiangsu Xinchunxing, Hebei Shangshang, Anhui Huaxin, Hua Platinum Group, Anhui Dahua, Henan Jinli, Zhejiang Tianneng Group and other enterprises have formed a closed recycling production mode of recycled lead in the park or industrial agglomeration area.

2. Development status of recycled Zinc Industry in China

The output of recycled zinc in China is increasing year by year, ranking first in the world. According to data, China produced 1.5 million tons of recycled zinc in 2016 (an increase of 9.5 percent over the same period last year). In 2018, China produced 1.65 million tons of recycled zinc (an increase of 3.0 percent over the same period last year). In 2019, China produced 2.027 million tons of recycled zinc (an increase of 22.9 percent over the same period last year).

However, there is still a certain gap in the proportion of recycled zinc production between China and developed countries. China's recycled zinc production accounts for only about 20% of the total zinc consumption; the United States and other developed countries exceed 30%.

The production capacity of recycled zinc is mainly distributed in Yunnan, Hebei, Jiangxi, Hunan, Sichuan and other places. In recent years, the concentration of recycled zinc industry is also increasing, and large-scale enterprises are developing rapidly. The leading enterprises in the industry continue to integrate resources and expand the scale. After the construction or reconstruction and expansion of some enterprises in 2015, the annual production capacity of more than a dozen enterprises has reached more than 20,000 tons, and some enterprises have reached the scale of more than 50,000 tons.

III. Major national policies and measures for the development of recycled lead and zinc

In recent years, national government departments and people from all walks of life have paid great attention to the recycled lead and zinc industry. The Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, the National Development and Reform Commission and other relevant ministries have successively issued a series of policies and measures to promote the healthy and rapid development of recycled lead and zinc enterprises. From 2011 to 2019, the relevant policies and standards issued by the state on the recycled lead and zinc industry have raised the threshold for entry into the industry, strengthened the treatment of the three wastes, eliminated backward production capacity and processes, and achieved the goal of energy conservation and emission reduction. the introduction and implementation of relevant policies have proved that the state and governments at all levels attach great importance to and determination to the recycled lead and zinc industry.

For example, in January 2019, the Ministry of Ecology and Environment "Action Plan for Prevention and Control of waste lead-acid Battery pollution" and "pilot work Plan for centralized Collection and Cross-regional transfer system for lead Battery production Enterprises", which puts forward new requirements for the prevention and control of waste lead-acid batteries, at the same time, the producer system is raised to specific implementation standards, and inter-provincial transfer procedures are simplified.

On August 27, 2019, the Ministry of Industry and Information Technology issued "Zinc oxide concentrates for Zinc smelting", which is of great significance for the resource utilization of zinc oxide concentrates and the development of recycled zinc enterprises using zinc oxide as raw materials.

IV. Problems that still need to be paid attention to in the development of recycled lead and zinc.

1. To promote the upgrading of recycled lead and zinc enterprises, improving the technical and technological level is the key.

In recent years, with the gradual strengthening of supervision by the competent government departments, many unqualified illegal lead and zinc smelting plants have been investigated and closed, thus setting new requirements and thresholds for recycled lead and zinc enterprises, especially for improving the utilization rate of recycled lead and zinc. Strict standards have been put forward to control the impact of the production process on the ecological environment and to achieve the healthy and orderly development of the recycled lead and zinc industry.

In particular, new standards have been set in terms of technological transformation, upgrading and automation, treatment of the three wastes, and reduction of energy consumption. Recycled lead and zinc enterprises have improved the working environment and sanitary conditions of production, adopted advanced clean production technology and equipment, increased the production scale of recycled lead and zinc, and eliminated enterprises with small production scale and backward equipment.

2. To step up efforts to crack down on illegal activities, and to protect legitimate enterprises is the key point.

In the field of recycled lead recovery, the cost of illegal collection, transfer and disposal of waste lead-acid batteries is still too high, no matter from the ecological environment, market order, damage to health and other aspects, the state should strike a heavy blow. Over the years, the recovery of waste lead-acid batteries is relatively chaotic, illegal recycling smelting is prominent and has the upper hand, which has seriously affected the raw material procurement channels of legal enterprises, resulting in legal and formal enterprises not having enough to eat, no raw material production, and advanced equipment idle. On the other hand, it leads to the waste of resources, the loss of tax revenue (the country) and the destruction of the ecological environment. This situation must be changed.

In particular, new standards have been set in terms of technological transformation, upgrading and automation, treatment of the three wastes, and reduction of energy consumption. 3. It is difficult to dispose of excess capacity of waste lead-acid batteries.

In 2018, more than 60 licensed recycled lead enterprises (also with or without licenses) had a capacity of more than 12 million tons of waste batteries, while 5 million tons of scrapped lead-acid batteries were recycled nationwide that year, and there was a serious problem of surplus. There are several new enterprises. The distribution of recycled lead enterprises is also uneven, mainly concentrated in Henan, Anhui, Jiangsu, Shandong, Hubei, Jiangxi, Hebei and other regions, waste lead-acid battery recycling channels are scattered, there are many intermediate links, there are still small vendors dominate, and the recovery cost is high.

4. the recycled zinc industry lacks due attention, and the regenerated zinc agglomeration area fails to form a scale.

Compared with recycled lead, recycled copper and other industries, the development of recycled zinc industry in China lags behind relatively, so it is necessary to strengthen management and give more policy support from the government level.

Due to the scattered distribution of zinc waste, it is more troublesome to collect, and some recycled zinc factories are also accompanied by distribution, resulting in relatively serious pollution. It is necessary to vigorously promote the management of the park and support the backbone leading enterprises. Like recycled lead, the recycled zinc industry also needs to establish an access system and manage it in accordance with access standards.

To sum up, the recovery rate of recycled lead and zinc in China is increasing year by year, and the relevant policies, laws and regulations promulgated by the state have played a key role in the scale development of recycled lead and zinc enterprises. the technical process and equipment of the current compliance enterprises above scale basically meet the domestic advanced technical standards. Compared with developed countries, China's recycled lead and zinc industry (good enterprises) has been in the international leading level, if we seriously solve the defects and problems existing in the developing recycled lead and zinc industry. It will lay a profound foundation for sustainable development for the development of the entire lead and zinc industry in China, and recycled lead and zinc will be presented to the general public with a new look of resource saving, environment-friendly and cleaner production. To make new contributions to the country's economic construction, the safety of the environment, the health of the people and the revitalization of the industry.

Le groupe public sud-africain de logistique fret Transnet a annoncé un bénéfice de 4,6 milliards de rands pour l'exercice clos le 31 mars 2026, son premier bénéfice annuel en quatre ans, après une perte de 1,9 milliard de rands l'année précédente. Le chiffre d'affaires a progressé de 7,1 % à 88,6 milliards de rands, porté par la hausse des volumes ferroviaires et de pipelines ainsi que par des augmentations tarifaires moyennes pondérées. Les volumes ferroviaires, gérés par la principale division opérationnelle de Transnet, ont augmenté de 4,9 % à 167,9 millions de tonnes, contre 160,1 millions de tonnes un an plus tôt, tandis que les volumes transportés par pipelines ont crû de 6,9 % à 14,3 milliards de litres. L'EBITDA a progressé de 0,7 % à 30,9 milliards de rands, la marge d'EBITDA se resserrant de 2,2 points de pourcentage à 34,8 %, et les charges opérationnelles nettes ont augmenté de 10,8 % à 57,7 milliards de rands. Une part substantielle du bénéfice provient d'une transaction ponctuelle plutôt que des opérations. Fournisseur mondial de produits d'infrastructure minière, Jennmar a conclu un partenariat à long terme avec le producteur d'acier inoxydable Outokumpu Corporation pour fournir des produits de contrôle du terrain à la mine de Kemi en Finlande, la plus grande mine souterraine du pays et la seule mine de chrome en exploitation en Europe. La production minière sud-africaine a reculé de 7,5 % en glissement annuel en juillet 2026, dix des douze secteurs miniers du pays ayant enregistré des baisses, selon la dernière publication de Statistics South Africa sur la production et les ventes minières. Le minerai de chrome a été l’un des deux seuls secteurs à afficher une croissance, en hausse de 13,7 % sur un an, aux côtés du minerai de manganèse à 4,9 %. Les métaux du groupe du platine ont été le principal contributeur négatif, avec une production en baisse de 13,5 % et un retrait de 3,2 points de pourcentage du chiffre global. La production de charbon a reculé de 7,5 %, contribuant à hauteur de -2 points de pourcentage, tandis que le minerai de fer a diminué de 8,1 %, soit -1,3 point de pourcentage. Les diamants ont enregistré la chute la plus marquée, à 48,2 %, le nickel reculant de 18,8 %, parallèlement à une production plus faible d’or et de cuivre. En données corrigées des variations saisonnières, la production minière a diminué de 1,9 % en glissement mensuel en juillet, après une hausse marginale de 0,1 % en juin et un repli de 5,6 % en mai. Le minerai de chrome s’est également distingué du côté des ventes. Les ventes de minéraux à prix courants ont reculé de 5,6 % sur un an en juillet, l’or étant le principal contributeur négatif avec des ventes en baisse de 33,4 %, retranchant 8,5 points de pourcentage. Les ventes d’autres minéraux non métalliques ont chuté de 26 % et celles de nickel de 51,7 %. À l’inverse, les ventes de minerai de chrome ont progressé de 20 %, contribuant à hauteur de 1,6 point de pourcentage et se classant comme le principal contributeur positif, les ventes de charbon augmentant de 5 % pour un point de pourcentage supplémentaire. En données corrigées des variations saisonnières, les ventes de minéraux à prix courants ont baissé de 15,1 % en glissement mensuel en juillet, après une hausse de 2 % en juin. Le statisticien principal d’enquête de Stats SA, Jean-Pierre Terblanche, a qualifié le mois de recul significatif en glissement annuel pour le secteur dans son ensemble, le minerai de chrome et le manganèse étant les exceptions à une contraction par ailleurs généralisée.
