Miao Wei, minister of industry and information technology, said the epidemic had a negative impact on all enterprises, but the impact on small and medium-sized enterprises was far greater than that of other large enterprises. The CPC Central Committee and the State Council attach great importance to the development of small and medium-sized enterprises, because small and medium-sized enterprises are related to the stability of the industrial chain and employment. General Secretary Xi has issued important instructions on many occasions, emphasizing the need to increase assistance to key industries and small and medium-sized enterprises. The State Council held executive meetings many times, and Vice Premier Liu also presided over a leading group meeting to promote the development of small and medium-sized enterprises, with special arrangements to increase support for small and medium-sized enterprises. Various departments and localities also stepped in time and launched a set of "combined punches" to help small and medium-sized enterprises. A reporter made statistics. He said, "the central government has issued 200 policies to support small and medium-sized enterprises, while local governments have introduced more policies and measures." I can sum it up in several aspects:

First, increase the reduction of taxes and fees and reduce the burden on enterprises. We will increase the reduction or reduction of value-added tax for small and micro enterprises and individual industrial and commercial households, and extend the loss carry-over period for small and medium-sized enterprises in transportation, catering, tourism and other industries affected by the epidemic from the past five years to eight years. Three social insurance premiums for various enterprises in the first half of the year were also reduced, reaching 600 billion yuan alone, and small and medium-sized enterprises benefited the most. The transportation department also exempted highway tolls, totaling more than 140 billion yuan. Our factor guarantee department reduced electricity and gas prices and reduced the burden on enterprises by 67 billion yuan in the first half of the year.

Second, increase financial support to ensure that small and medium-sized enterprises will not get into trouble because of the interruption of cash flow. The people's Bank of China has lowered the reserve requirement, released 1.75 trillion yuan of funds, and provided low-cost loans of 2.85 trillion yuan to small and medium-sized enterprises and individual industrial and commercial households by means of special re-loans and rediscounting. the principal and interest payments of loans for more than 1 million small and medium-sized enterprises have been deferred. These are all policies to support the financial aspects of small and medium-sized enterprises.

Third, optimize government public services and promote enterprise innovation. During the epidemic, we carried out online training on "enterprise micro courses" to provide free delivery policy, technology and management for small and medium-sized enterprises. At the same time, the special action of digital empowerment of small and medium-sized enterprises has been implemented to help small and medium-sized enterprises to reduce costs, expand the market and stabilize employment through the application of digital technology. Since the epidemic, we have also guided the service organizations of small and medium-sized enterprises in various places to hold more than 26000 activities to serve small and medium-sized enterprises, carried out one-to-one services more than 2.3 million times, and served nearly 5.93 million small and medium-sized enterprises.

Generally speaking, with the accelerated implementation of various preferential enterprise policies, the resumption rate of small and medium-sized enterprises is steadily increasing, and the difficulties of enterprises have also been alleviated to a certain extent. However, we should also note that it will take time for the economy to fully recover, and the current development of small and medium-sized enterprises is still facing a complex and grim situation, especially with the accelerated spread of the epidemic around the world. in addition to some special industries affected by epidemic prevention that I have just mentioned, a particularly prominent problem recently is that foreign trade enterprises, especially foreign trade small and medium-sized enterprises, have encountered greater difficulties. These are new situations and new problems, and we are still paying close attention to them, and we are also preparing to introduce more targeted policies to help small and medium-sized enterprises in different special industries to support the vast number of small and medium-sized enterprises to tide over the current difficulties.

In the next step, we will continue to give full play to the role of the Office of the leading Group of the State Council on promoting the Development of small and medium-sized Enterprises, adhere to the direction of marketization, and strengthen classified guidance and accurate assistance in conjunction with relevant departments in view of the existing problems of small and medium-sized enterprises. On the one hand, we should pay close attention to the implementation of various policies and measures to benefit enterprises, further increase financial support to small and medium-sized enterprises, and increase efforts to clear up arrears. At the same time, standardize various fees and charges involving small and medium-sized enterprises, so that the majority of small and medium-sized enterprises get a real sense of achievement. On the other hand, it is necessary to constantly cultivate the endogenous vitality and driving force for the survival and development of small and medium-sized enterprises, because external causes are the conditions for change, and internal causes are the foundation of change. Guide small and medium-sized enterprises to focus on subdivision areas, strive to take a specialized and new development path, be able to specialize in technology, concentrate on industries and industries that they are good at, develop their strengths and circumvent their weaknesses, overcome their own disadvantages, and play their own role.

Selkirk Copper Mines a annoncé de nouveaux résultats de forage à haute teneur issus de son programme de phase 2 en cours au projet de cuivre-or-argent Minto, dans le Yukon, au Canada, incluant l’une des intersections à plus haute teneur jamais enregistrées sur la propriété. Un forage d’extension à Minto North a recoupé 9,27 % de cuivre, 7,43 g/t d’or et 54,9 g/t d’argent, soit l’équivalent de 15,11 % en équivalent cuivre, sur 5,4 mètres dans le sondage 26SCM209. Le même sondage a également recoupé un intervalle distinct de 9,0 mètres titrant 0,97 % de cuivre, 2,58 g/t d’or et 8,4 g/t d’argent, soit 3,11 % en équivalent cuivre. Selkirk a indiqué que l’intervalle de 5,4 mètres se situe dans le 99e centile de plus de 4 300 intersections de forage historiques significatives à Minto. Des échantillons individuels d’un mètre au sein de l’intervalle ont retourné des teneurs maximales allant jusqu’à 17,5 % de cuivre, 15,9 g/t d’or et 81,9 g/t d’argent. La société a également fait état de minéralisation supplémentaire dans les secteurs Area 118, Minto Main et Copper Keel. À Area 118, un forage intercalaire a recoupé 2,54 % de cuivre, 1,25 g/t d’or et 10,7 g/t d’argent sur 3 mètres, tandis qu’un autre sondage a retourné 1,61 % de cuivre, 0,59 g/t d’or et 8,3 g/t d’argent sur 6,9 mètres. Le programme de phase 2 de Selkirk visait initialement 50 000 mètres de forage. Au 28 septembre, la société avait réalisé 52 485 mètres dans 224 sondages, soit 105 % du métrage prévu. Le forage devrait se poursuivre jusqu’à la mi-octobre, les travaux restants étant axés sur la collecte de données géotechniques, les puits de surveillance des eaux et l’exploration de cibles géophysiques nouvellement identifiées. Les derniers résultats de Minto North démontrent une fois de plus la présence d’une minéralisation à haute teneur en cuivre-or-argent dans des secteurs pertinents pour la stratégie de redémarrage prévue par Selkirk. L’intervalle de 5,4 mètres est particulièrement remarquable, car il figure parmi les intersections à plus haute teneur jamais forées à Minto. Il s’agit toutefois de résultats d’exploration et non d’ajouts à l’estimation actuelle des ressources minérales. L’attention restera donc portée sur la manière dont le forage de phase 2 sera intégré à la modélisation future des ressources et à la planification minière de niveau préfaisabilité en vue du redémarrage proposé de l’exploitation de Minto.

Une commission du gouvernement panaméen devrait recommander la relance de la mine de cuivre suspendue de Cobre Panama par le biais d'un partenariat public avec First Quantum Minerals, selon Reuters, citant deux sources proches du dossier. La commission doit officiellement soumettre sa recommandation au président José Raúl Mulino, qui prendra la décision finale quant à savoir si et comment la mine pourrait redémarrer. La structure proposée impliquerait une coentreprise entre l'État panaméen et First Quantum, bien qu'un accord définitif avec le mineur doive encore être négocié. Cobre Panama reste suspendue depuis 2023 après une large opposition publique sur des préoccupations environnementales et de gouvernance, suivie d'un arrêt de la Cour suprême déclarant le contrat d'exploitation de la mine inconstitutionnel. L'exploitation représentait environ 1 % de la production mondiale de cuivre avant sa mise à l'arrêt et était auparavant le plus grand actif générateur de revenus de First Quantum Minerals, contribuant à environ 40 % du chiffre d'affaires de l'entreprise. Selon des médias étrangers, le gouvernement panaméen a pesé l'importance économique de la mine face aux préoccupations publiques persistantes concernant la surveillance environnementale et la répartition des bénéfices économiques. Une étude gouvernementale publiée début septembre estimait que la fermeture de la mine avait entraîné la perte de plus de 30 000 emplois et réduit les impôts et redevances versés à l'État de près de 1,4 milliard de dollars américains. Des médias étrangers avaient précédemment rapporté que le Panama envisageait un modèle selon lequel la concession sous-jacente de la mine resterait entre les mains de l'État tandis que First Quantum conserverait le contrôle opérationnel. Une participation de 60 à 65 % pour First Quantum avait également été discutée, bien qu'il ne soit pas clair si ces conditions font partie de la proposition actuelle. Une recommandation formelle de relance de Cobre Panama représenterait une étape significative vers un éventuel retour à la production de l'une des plus grandes mines de cuivre au monde. Cependant, la relance reste incertaine car le président Mulino n'a pas encore pris de décision finale, un accord de coentreprise avec First Quantum n'a pas été conclu, et la structure juridique de tout nouveau dispositif d'exploitation devrait encore répondre aux restrictions actuelles du Panama sur les nouvelles concessions minières. Étant donné la contribution antérieure de Cobre Panama d'environ 1 % de l'offre mondiale de cuivre, toute voie crédible vers une relance restera étroitement surveillée par le marché du cuivre.
