Japan's Copper Raw Material Procurement System Integration Delayed; PPC New Company Plan Postponed to February 2027 Operation [SMM Analysis]

[Deep Seismic Risks Emerge, Codelco Suspends Andes Norte Expansion Project at El Teniente Copper Mine] Codelco temporarily suspended development and construction activities at the Andes Norte project of the El Teniente copper mine due to potential new-type seismic risks emerging in deep areas, while other production areas of the mine remain in operation. The company will further strengthen seismic monitoring and technical assessment and has not yet announced a resumption time. Andes Norte is an important project for the deep resource succession of El Teniente. This suspension may increase uncertainty over the mine’s medium and long-term production recovery and the commissioning of deep projects.

       

According to an announcement by Mitsubishi Materials on August 6, the company signed an amendment agreement with JX Advanced Metals, Mitsui Mining & Smelting, Marubeni, and Pan Pacific Copper (PPC), deferring the business integration plan for copper concentrate procurement and related product sales originally scheduled for implementation on October 1, 2026, to February 1, 2027. The delay is mainly due to the ongoing approval processes with relevant regulatory authorities in Japan and overseas, including the Japan Fair Trade Commission (JFTC), where the review time has exceeded earlier expectations.

According to the previous plan, PPC will establish a new company to take over the relevant businesses. Mitsubishi Materials' operations involving copper concentrate procurement, copper cathode, sulphuric acid, and by-product sales will be transferred to the new company through a corporate split. After the integration, the raw material procurement and product sales systems of Japanese copper smelters will be further centralized. After this adjustment, the relevant board resolutions and agreement signing were postponed from July 2026 to November 2026; the approval by the PPC shareholders' meeting was rescheduled from September 2026 to January 2027; and the final implementation date was deferred from October 1, 2026, to February 1, 2027.

Regarding the impact on the copper concentrate market, this delay does not mean that the integration plan has been canceled, but rather reflects the prolonged regulatory review process. Previously, major Japanese copper smelters integrated their procurement activities through PPC, aiming to boost their bargaining power in overseas copper concentrate purchases and optimize the raw material procurement coordination mechanism among Japanese copper smelters. If the integration proceeds smoothly, procurement windows for Japanese smelters may become more concentrated in the future, and the competitive landscape for copper concentrate procurement in Asia could undergo changes.

For the current copper concentrate market, the short-term impact is relatively limited. Japanese smelters will continue to purchase copper concentrates under the existing system, and the core contradiction — tight supply in the spot market and TC remaining deeply negative — has not changed. However, from a medium- to long-term perspective, the integration of Japanese smelters' procurement systems may strengthen their negotiating position against mines and traders, increase concentration in annual long-term contract negotiations and spot purchases, and have a certain impact on the procurement pattern of copper concentrates in Asia.
