【SMM Steel】European Parliament reviews CBAM deferral for Ukraine

【SMM Steel】The European Parliament's environment committee has begun discussing whether Ukraine should receive special treatment under CBAM. MEP Mohammed Chahim said force majeure provisions should be reassessed if Ukraine's wartime situation is not considered sufficient for their activation. MEP Peter Liese questioned why the EC had not supported any derogation for Ukraine. However, EC DG TAXUD's Maria Elena Scoppio did not present a position, stating the issue was outside the current report or proposal. CBAM entered into force on Jan 1, 2026, while Ukraine continues diplomatic talks with Brussels on possible special conditions. Business associations have previously called on the EC to adopt a special CBAM approach for Ukraine.
