Guizhou Huadian 950MW PV EPC Tender

On May 9, the tender announcement for the EPC general contracting of the PV project of Guizhou Huadian from 2025 to 2026 was released, with an estimated scale of approximately 950MW. The framework agreement period is tentatively set from June 1, 2025, to May 31, 2026.

The tender announcement indicates that this project is divided into one section, encompassing all work within the project construction scope, including survey and design (including water conservation design), equipment and material procurement (equipment and materials for which the Huadian Group has already completed framework tenders shall be designed and procured in accordance with the tender results), construction and installation, grid connection procedures, commissioning, testing, acceptance, as well as coordination and cooperation within the scope of the employer's responsibilities; project land acquisition and occupation; and related work such as land transfer and compensation for young crops in the PV area.

Qualification Requirements for Bidders

1. The bidder shall be an independent legal person or other organization legally registered within the territory of the People's Republic of China, with the capacity to bear civil liability and the right to enter into contracts.

2. The bidder shall not be in a state of being ordered to suspend production or business operations, or entering into bankruptcy proceedings, with its assets not being restructured, taken over, or frozen, and its business license not being revoked.

3. The bidder shall not be within the penalty period for bidding prohibition as confirmed by relevant documents from administrative authorities or China Huadian Corporation Ltd.

4. Legal persons, other organizations, or individuals that have a stake in the bid inviter and may affect the fairness of the tender shall not participate in the bidding. Units with the same person in charge or different units with controlling or management relationships shall not participate in the bidding for the same section or the same tender project without section division.

5. The bidder shall not be listed in the list of severely illegal and dishonest enterprises by the market supervision and administration authority in the National Enterprise Credit Information Publicity System (which has not been removed during the bid evaluation period).

6. The bidder shall not be listed in the "List of Severely Dishonest Entities" on the "Credit China" website (.cn/xinyongfuwu/?navPage=4) during the bid evaluation period (which has not been removed during the bid evaluation period).

7. The bidder shall not fall under any of the following circumstances:

1) Providing consulting services for the preliminary work of the tender project (except for projects where the publicly available project proposal, feasibility study report, and preliminary design documents have been completed);

2) Being the supervisor of this tender project;

3) Being the construction agent of this tender project;

4) Being the tendering agency of this tender project;

5) Having the same legal representative or a controlling or shareholding relationship with the supervisor, construction agent, or tendering agency of this tender project;

Meeting one of the following qualification conditions:

(1) The bidder shall possess a first-level or higher qualification for general contracting of power engineering construction;

(2) Simultaneously possessing a comprehensive Class A qualification for engineering design and a Class A or higher qualification for engineering survey;

(3) Simultaneously possessing a Class B or higher qualification for professional design in the power industry (new energy power generation) and a second-level or higher qualification for general contracting of power engineering construction.

The bidder shall possess a work safety license issued by the administrative authority.

The bid inviter will not accept bidders that have incurred losses for three consecutive years from 2021 to 2023. For bidders registered and established for less than three years, those that have incurred losses since their establishment will not be accepted.

This project does not accept joint bidding.
