According to the "Construction Plan for the First Batch of Wind Power and PV Power Generation Projects in Liaoning Province in 2025 (Draft for Comments)," the construction scale of the first batch of wind power and PV power generation projects in Liaoning Province in 2025 is 7 million kW, including 2 million kW of wind power and 5 million kW of PV power generation, all of which will support the construction of subsidy-free wind and PV projects.

The 7 million kW capacity is allocated to Shenyang City (1 million kW of wind power), Chaoyang City (1 million kW of wind power), and Chaoyang City (5 million kW of PV for desertification control).

Among them, the 1 million kW of wind power in Shenyang City and the 1 million kW of wind power in Chaoyang City will be directly assigned to project owners. The 5 million kW PV desertification control project in Chaoyang City will be implemented in three phases: Phase I with 800,000 kW, Phase II with 1.4 million kW, and Phase III with 2.8 million kW, focusing on supporting Chaoyang in PV desertification control efforts to help Liaoning Province achieve a decisive victory in the battle against the Horqin Sandy Land.

The document requires that project owners with strong comprehensive capabilities be selected through a competitive process from the applicants to participate in the construction of wind power and PV power generation projects in the province.

Applicants must participate as a single investment entity, and the controlling shareholder of the investment entity must have the capability to develop and operate wind power and PV power generation projects, as well as sufficient financial strength to meet the total investment requirements for the declared capacity.

The minimum scale for new wind power projects is 150,000 kW per unit, and for PV power generation projects, it is 100,000 kW per unit. The project sites must not have issues related to land, environmental protection, forestry and grassland, military, or cultural relics.

Wind power projects should commence construction in 2025 and, after meeting relevant conditions, must achieve grid connection no later than 2029. The PV desertification control projects will be implemented in three phases, starting construction in 2025, 2026, and 2027, respectively. After meeting desertification control and other relevant standards and passing acceptance by the desertification control authority, they must achieve grid connection no later than 2028, 2029, and 2030, respectively.

The document states that, based on the future layout of new-type ESS in Liaoning Province, project peak shaving responsibilities will be fulfilled through shared ESS power stations and other methods. New wind power and PV power generation projects must conduct electricity market transactions in accordance with national regulations.

This week, TOPCon prices across all sizes declined in tandem, with the overall market under pressure. The 210R price range was adjusted to 0.298-0.306 Yuan/W, 183 to 0.298-0.305 Yuan/W, and 210N down to 0.295-0.301 Yuan/W. Currently, mainstream quotations from solar cell plants are concentrated at 0.3-0.31 Yuan/W, but downstream module manufacturers are strongly pushing for lower prices, with procurement expectations continuing to decline and significant resistance to high-price transactions in the market. At this stage, orders below 0.3 Yuan/W generally face cash loss pressure, and solar cell plants are reluctant to take orders. The tug-of-war between upstream and downstream is evident, with overall sluggish transactions. Prices are expected to maintain a subdued consolidation pattern in the short term.
