[Shanghai to Intensify Efforts to Phase Out and Upgrade Old Vehicles and Non-Road Mobile Machinery]
The third session of the 16th Shanghai Municipal People's Congress opened on the morning of January 15 at the Expo Center. Shanghai Mayor Zheng Gong delivered the "Government Work Report." The report emphasized the need to actively and prudently advance carbon peaking and carbon neutrality. Efforts will be made to accelerate the establishment of a mechanism for transitioning from dual controls on energy consumption and energy intensity to dual controls on carbon emissions. Measures include implementing energy-saving and carbon-reduction retrofits, flexibility retrofits, and heating retrofits for coal-fired power plants in a "three-in-one" approach; advancing major projects such as transmitting electricity from Inner Mongolia to Shanghai and offshore deep-sea wind power; promoting the construction and application of virtual power plants and new-type ESS; and building EV charging and discharging networks. The city will improve the product carbon footprint management system, establish a product carbon labeling certification system, and phase out 400 outdated capacity items. It will also implement green building star standards and promote energy-saving retrofits for public buildings. Additionally, Shanghai will advocate for green lifestyles, vigorously promote the "Clean Plate Campaign," and encourage energy-efficient use of air conditioning. The city will further deepen the development of the Shanghai carbon market.
