On December 31, the bid evaluation results for the EPC general contracting batch of the 800 MW PV project under the Desertification Control and Wind-PV Integrated Project in the High-Tech Zone of Alxa League, Inner Mongolia Huadian, were announced. The winning bidder for Section 1 is Shandong Electric Power Construction First Engineering Co., Ltd. of PowerChina, and the winning bidder for Section 2 is China Huadian Engineering Co., Ltd.

This project is located in the Ulan Buh Desert within the Bayanmunin Sumu area of Alxa Left Banner, Inner Mongolia Autonomous Region. It is part of the 800 MW PV project under the Desertification Control and Wind-PV Integrated Project in the High-Tech Zone of Alxa League, Inner Mongolia Huadian. The PV power station is designed with a rated capacity of 800 MW (AC measurement) and 960.30714 MWp (DC measurement). Supporting facilities include a 220 kV booster station and 15% 2-hour electrochemical ESS. The PV field is designed with a total of 178 PV power generation units, which are planned to be connected to the new 220 kV booster station of this project via 32 circuits of 35 kV collection lines to the 35 kV side switchgear. The new 220 kV booster station will ultimately connect to the 220 kV side of the 500 kV Arishan Station through a single 220 kV line, with the 220 kV line length being approximately 10 km.

Project construction schedule: The project is planned to meet the conditions for commencement in December 2024. The first PV module pile foundation construction is scheduled for April 2025, with the first batch of PV modules to be connected to the grid in early September 2025. All units are planned to achieve full-capacity grid connection and power generation by September 26, 2025.

The bidding project is divided into two sections, specifically as follows:

(1) EPC General Contracting Section 1: 400 MW PV area, with an installed capacity of 400 MW (AC side) based on a capacity ratio of 1:1.2, including the 220 kV booster station and ESS. The scope of work includes survey and design, procurement of equipment and materials (excluding owner-supplied equipment such as PV modules (including detection), solar panel mounting brackets, string inverters, box transformers, booster station equipment, etc.), construction and installation, commissioning, testing, acceptance, creation of high-quality projects, application for technological innovation achievements, environmental protection and green construction, land acquisition and leasing, compliance procedures, and other related tasks, as well as coordination work within the scope of the employer's responsibilities.

(2) EPC General Contracting Section 2: 400 MW PV area, with an installed capacity of 400 MW (AC side) based on a capacity ratio of 1:1.2. The scope of work includes procurement of equipment and materials (excluding owner-supplied equipment such as PV modules (including detection), solar panel mounting brackets, string inverters, box transformers, PV field video monitoring systems, etc.), construction and installation, commissioning, testing, acceptance, creation of high-quality projects, application for technological innovation achievements, environmental protection and green construction, and other related tasks, as well as coordination work within the scope of the employer's responsibilities.
