Recently, the National Development and Reform Commission and the National Energy Administration jointly issued the "Basic Rules for Medium and Long-term Electricity Trading - Special Chapter on Green Electricity Trading," which proposes that the green electricity price equals the value of electricity quantity plus the environmental value, and these two parts should be settled separately to ensure the uniqueness of green certificates and prevent double counting or reselling.
The settlement basis for green electricity trading should include the following:
(1) Settlement of electricity quantity, price, and settlement fee for the electricity quantity part;
(2) Settlement of electricity quantity, price, and settlement fee for the green certificate part;
(3) Settlement fee for deviations in the electricity quantity part.
In green electricity trading, except in cases explicitly stipulated by the state, price limits or designated prices shall not be imposed on transactions.
A flexible contract adjustment mechanism should be established to conduct transactions such as contract transfers on a monthly basis or a shorter cycle.
