National Development And Reform Commission: Projects That Fail The Energy Conservation Review Shall Not Start Construction

The National Development and Reform Commission released the Regulations on Energy Conservation Review of Fixed Assets Investment Projects, which will come into force on June 1, 2023. For government-invested projects, the construction unit needs to obtain the review opinions issued by the energy-saving review agency before submitting the project feasibility study report. For enterprise-invested projects, the construction unit needs to obtain thesuch review opinions before starting construction. Projects that fail the energy conservation review shall not start construction. The energy conservation review of fixed asset investment projects is in the charge of local energy conservation review agencies.
