In order to speed up the construction of a new power system and improve the capacity of clean energy consumption, according to the guidance of the National Energy Bureau of the National Development and Reform Commission on accelerating the Development of New Energy Storage (Development and Reform Energy Regulation (2021) No. 1051), the implementation opinions of the Provincial Energy Bureau of the Provincial Development and Reform Commission on speeding up the demonstration application of new energy storage in Zhejiang Province (Zhejiang Development and Reform Energy (2021) No. 393) (hereinafter referred to as "implementation opinions"), It is proposed to organize and declare the new energy storage demonstration project in the whole province, and the relevant matters are hereby notified as follows:

I. overall requirements

The new energy storage projects should be built according to the diversified needs of the power side, Electroweb side and user side, effectively enhance the capacity of load-storage coordination and interaction with the source network, ensure the efficient use of new energy, and improve the flexible regulation and security capacity of the power system. The new energy storage demonstration project declared by this organization will be incorporated into the Special Plan for the Development of New Energy Storage in Zhejiang Province during the 14th five-year Plan. The total scale of the demonstration project is 1 million kilowatts, and the declared project shall meet the relevant requirements of the implementation opinions. If it is confirmed as a demonstration project, certain rewards and subsidies will be given, in which the independent energy storage projects that play the role of peak regulation will be given capacity compensation, and the projects of frequency modulation of joint thermal power units will be given certain coal consumption indicators, and the award and compensation standards will be implemented in accordance with the "implementation opinions".

II. Declaration conditions

The layout of the project is reasonable. Contribute to the development and consumption of new energy, improve the conventional power regulation capacity; in the key Electroweb nodes, transmission and transformation capacity upgrading difficulties and areas prone to extreme natural disasters, can improve the overall regulation capacity of the power system.

Well prepared in advance. A feasibility study report has been prepared, and the Electroweb side project has basically determined the Electroweb access plan. The construction of the project will start before the end of 2023 (priority will be given to the completion and operation by the end of 2022).

The capacity parameters match. For independent energy storage projects that play the role of peak regulation, the power of a single project is not less than 50, 000 kilowatts, and the continuous Discharge time under rated power is not less than 2 hours. For the project of frequency regulation of joint thermal power units, the unit power is not less than 18000 kilowatts, and the comprehensive regulation performance index Kpd is not less than 0.9. Other forms of independent energy storage power stations are determined in accordance with the principle of "one case, one discussion".

The technical quality is up to the standard. The main equipment of the project shall pass the inspection and certification of the corresponding qualified institutions, and the network-related equipment shall meet the relevant technical requirements for the safe operation of Electroweb.

The security scheme is complete. In line with the requirements of the relevant safety standards, the corresponding qualified design, construction, supervision, commissioning and other units shall be selected according to the access voltage level. Strict fire risk control, do not use echelon power battery.

Lead and lead. The project can play an exemplary and leading role, and projects that can apply the main equipment and facilities of the province's new energy storage-related industries to promote the development of the province's industrial chain will be given priority under the same conditions.

III. Work arrangements

Each reporting unit shall fill in the project application form (Annex 1) and prepare the project proposal (Annex 2) as required. The project application materials are required to be reported to the local energy department of the project before February 15, and the municipal energy departments are requested to complete the project summary and submit the document to the provincial energy bureau by February 18, and submit the electronic version at the same time. The Provincial Energy Bureau will organize the review and review of the declared projects, determine the list of demonstration projects, and publish them on the website of the Provincial Development and Reform Commission. If there is no objection, it shall be confirmed as a new type of energy storage demonstration project.
