Recently, the State Council issued the New Energy vehicle Industry Development Plan (2021-2035). It is clear that leading enterprises should play a leading role in areas with a good industrial foundation and concentration of innovative factors. we will cultivate a number of upstream and downstream collaborative innovation, the coordinated development of large, small and medium-sized enterprises, and new energy vehicle industry clusters with international influence and competitiveness, so as to enhance the modernization level of the industrial chain.

Local governments responded positively by building industrial parks, extending industrial chains and cultivating new energy industrial clusters. At present, Foshan, Zhuhai, Ningde, Bishan, Lingang New District, Ningxiang, Xiamen, Tai'an, Tongren and other places have publicly indicated that they will focus on cultivating and building industrial clusters such as new energy vehicles, energy storage batteries, and new energy equipment. The battery network has learned that the Longevity Economic Development Zone has also joined them, announcing that efforts will be made to build a "lithium battery industry manufacturing base."

Changshou Economic Development Zone is a national economic and technological development zone established with the approval of the State Council in 2010. it is a national intellectual property demonstration park, a national circular economy demonstration park, a national demonstration base for the industrialization of new chemical materials and high and new technology, a national demonstration base for new industrialization industries, a national foreign trade transformation and upgrading base, and a national green demonstration park. We will focus on developing five leading industries: new materials and new energy, comprehensive chemical industry (biomedicine), iron and steel metallurgy, equipment manufacturing, and electronic information.

The development of Changshou Economic Development Zone adheres to the industrial chain to attract investment, introducing more than 600 industrial and commercial enterprises (including 25 of the world's top 500, 55 multinational corporations and 57 listed companies), with contract investment exceeding 480 billion yuan. Adhere to innovation and development, build an innovation system with enterprise as the main body, market orientation, and deep integration of industry, university and research, introduce 17 independent legal research and development institutions, build 3 academician workstations, 2 postdoctoral workstations, 2 school-land cooperation bases, and build 5 intelligent chemical plants. Persisting in leading the development, it has cultivated Caidisu, the world's first natural gas protein manufacturer, Sinopec Chuanwei Chemical, the world's second largest polyvinyl alcohol manufacturer, Taiwan Zhengxin Tire, one of the world's top 10 tire manufacturers, and International Composite, one of the world's six glass fiber giants, BASF polyurethane, the world's largest manufacturer of new chemical materials, and Chongqing Iron and Steel, the largest manufacturer of marine steel in China. Hualu Technology, the largest aerogel manufacturer in China. By 2020, the industrial output value will be 115 billion yuan, the investment in fixed assets will be 11.5 billion yuan, the actually utilized foreign capital will be 200 million yuan, the import and export volume will be 10 billion yuan, the tax revenue will be 2.5 billion yuan, and the investment in new contracts will be 30 billion yuan.

In recent years, relying on the advantages of location and factor guarantee, Changshou Economic Development Zone has made great efforts to introduce high-quality projects in the new energy industry chain. At present, Enjie has introduced 16 high-performance lithium-ion battery microporous diaphragm production lines and 39 coating line projects, new Zebang annual output of 200000 tons of lithium-ion battery electrolytes and materials and 80, 000 tons of semiconductor chemicals, China Resources Chemical NMP (lithium electricity organic solvent), China Kelitai polyurethane hot melt adhesive project and other new energy industry projects, with an agreed investment of 15 billion yuan. With the signing of the project, the new energy industry chain in Changshou Economic Development Zone has been gradually improved, and the annual output value of the project can reach 35 billion yuan after reaching production.

In the next step, the Longevity Economic Development Zone will, in accordance with the five major development concepts of innovation, coordination, green, openness, and sharing, seize the strategic opportunities of "Belt and Road Initiative", the development of the Yangtze River economic belt, the large-scale development of the western region in the new era, and the construction of the Chengdu-Chongqing Shuangcheng economic circle. In the next five years, efforts will be made to build a "lithium battery industry manufacturing base" and speed up lithium-ion materials such as precursors, electrolytes and diaphragms. The cultivation of new energy industry cluster with power battery, energy storage battery and 3C battery as the core.

The Longevity Economic Development Zone will also provide a reliable utility guarantee for the entry of projects in line with industrial planning. In the way of centralized construction of public works, professional operation and unified management, Changshou Economic opening area has built integrated public and auxiliary facilities such as water supply and drainage, steam, industrial gas, public pipe corridor and storage tank area, with more than 20 substations with a total distribution capacity of 2780 MVA, 10 gas distribution stations with a gas supply capacity of 15.4 million square meters per day, 120km of pipe corridors, 16km of steam pipe networks and 102km of roads. Four water supply plants have been built, with a water supply capacity of 672000 square meters per day, and the supply of water, electricity, gas and steam in the planned area has been fully covered.
