On June 22, Baotou National rare Earth High-tech Zone and the General Institute of Steel Research jointly held an evaluation meeting on the 14th five-year Plan of the rare Earth Industry Development Zone in Baotou rare Earth High-tech Industrial Development Zone in Beijing. Chinese engineering academician Huang Xiaowei, Peking University professor Li Xingguo and other top academician experts attended the review meeting. Relevant leaders of the rare earth high-tech zone attended the meeting, which was chaired by Zhu Minggang, a professor and chief expert of the General Institute of Iron and Steel Research.

Academicians and experts attending the meeting spoke highly of the 14th five-year Plan for the Development of the rare Earth Industry in Baotou National rare Earth High-tech Zone, and at the same time fully discussed such important issues as the objectives, positioning, key tasks, and safeguard measures of the plan. formed expert evaluation opinions. Academicians and experts attending the meeting agreed that the compilation and implementation of the 14th five-year Plan for the rare Earth Industry in Baotou rare Earth High-tech Industrial Development Zone is conducive to consolidating the high-quality development achievements of the rare earth industry in the high-tech zone and laying a solid foundation for the green development and virtuous circle of the rare earth industry in the high-tech zone. It will help the high-tech zone to occupy the key link of the innovation value chain of the rare earth industry, create an internationally renowned innovative and characteristic high-tech zone of the rare earth industry, and promote Baotou rare earth high-tech zone to build into a "world rare earth new materials and terminal application industrial base" and "rare earth capital of the world".

The 14th five-year Plan period is the historical confluence period of China's "two centenary" goals, a new era for comprehensively building socialist modernization, and an important starting point for the rare earth industry to enter a new stage of "innovation-driven high-quality development". Rare earth industry is the foundation of Baotou rare earth high-tech zone, and it is an important gathering area of rare earth new materials industry in Inner Mongolia Autonomous region and even the whole country. After years of development, the rare earth industry of Baotou rare Earth High-tech Zone has a complete rare earth industrial system, and has formed a whole industry chain from rare earth raw materials to new materials to terminal applications. It has realized the transformation from the rare earth raw material industry to the quality and efficiency improvement of rare earth new materials and terminal application industry, and from the output of new rare earth materials to intensive processing and brand building.

The 14th five-year Plan for the Development of rare Earth Industry in Baotou National rare Earth High-tech Zone has successfully passed the review of academicians and experts, indicating that the plan will really become a "roadmap" for guiding the development of rare earth industry in Baotou rare Earth High-tech Zone. The rare earth high-tech zone will fully implement, promote the integration of the rare earth industry into internationalization, national strategy and regional development thinking, undertake the mission of regional industrial development, and cultivate regional industrial ecological clusters during the 14th five-year Plan period. we will make every effort to promote the high-quality development of the rare earth industry during the 14th five-year Plan period.

Energy Fuels Faces Delays in Rare Earth Projects but Sees Strong Market Interest in Terbium Production
US rare earth producer Energy Fuels stated that negotiations on the government stability agreement for its Vera Mada rare earth project in Madagascar slowed down due to management changes in the country, and the financial investment decision originally scheduled before the end of 2029 may be delayed. Meanwhile, the Donald project in Australia also faces delays due to the complexity of coordinating offtake agreements. Nevertheless, the company's first batch of terbium products has attracted significant market interest. Currently, approximately 1 kg of terbium is produced per week, and the company plans to increase production of heavy rare earths such as dysprosium, samarium, and gadolinium based on market demand.

US Rare Earth Company Expands Supply Chain to Meet Defense Needs Ahead of 2027 Chinese Ban
US rare earth company REalloys received a formal memorandum from the US Department of Defense, emphasizing the urgency of building a domestic heavy rare earth element (HREE) supply chain ahead of the January 2027 ban on procurement of Chinese-sourced rare earth materials. REalloys is actively expanding North American metal supply capability to produce defense-grade dysprosium and terbium at commercial scale. The company has signed a long-term offtake agreement with the Saskatchewan Research Council (SRC) in Canada, securing annual raw material sufficient to produce 530 mt of rare earth metals, and is investing in expanding SRC's processing facilities to provide emergency supply assurance for fully closing the Chinese-sourced gap in the defense supply chain by 2027.

[SMM Rare Earth Weekly Review: Market Sluggish around Holiday, Rare Earth Prices in the Doldrums] The Pr-Nd oxide market saw a poor trading atmosphere recently. Downstream metal plants showed low enthusiasm in inquiries and procurement around the holiday, but upstream suppliers maintained firm offers amid tight spot cargo availability, and low-priced sources remained difficult to find. Overall, Pr-Nd oxide price fluctuations were relatively small. As of today, Pr-Nd oxide prices adjusted slightly downward to 762,000-768,000 yuan/mt.
