The National Mineral Resources Plan approved by the State Council, that is, four important mineral catalogues such as rare earths are designated as important mineral catalogues from 2016 to 2020, and 24 planned mining areas of rare earths and five rare earth mining areas of great value to the national economy have been delineated. The total amount control index of rare earth mining in China during the 13th five-year Plan period is 140000 tons of rare earth oxides. During the period of adjustment, rare earth resources management still faces some challenges. The healthy and sustainable development of rare earth industry in the new era really needs new ideas, scientific and technological innovation and new momentum.
