Data from China's Ministry of Commerce show that, as of Oct 28, the 2026 trade-in program had driven cumulative sales of related goods past RMB 2 trillion, benefiting over 257 million people. Digital products covered by trade-in subsidies, including mobile phones and tablets, saw sales rise 44.8% year on year, lifting retail sales of communications equipment up 18.1% in the first three quarters. The policy has also driven green and smart upgrades: new energy vehicles (NEVs) accounted for 60.5% of trade-in purchases, and the NEV passenger car retail penetration rate has exceeded 60% for six consecutive months.

Copper Market Struggles with Tax Changes and Supply Shortages in October 2026
In October 2026, the tax-inclusive price spread between primary metal and scrap narrowed from 3,979 yuan/mt at the start of the week to 1,896 yuan/mt, then recovered to the 2,826-2,976 yuan/mt range. The price difference between copper cathode rod and secondary copper rod also compressed from 1,250 yuan/mt to an extreme low below 430 yuan/mt before rebounding to 1,450 yuan/mt. Although the book substitution advantage fluctuated, it was largely eroded by cost factors most of the time.
