Mozambique’s Dingsheng restart prospect depends on export logistics

[SMM Titanium Flash] Dingsheng Minerals could resume heavy-mineral-sands operations in Mozambique’s Chibuto district in the coming days, according to an AIM report published by Club of Mozambique. Citing Gaza Secretary of State Jaime Neto’s comments to O País, the report identified tugboats expected at Chongoene port by the end of October as an important requirement. Operations have been disrupted by regulatory obstacles and damage to five production lines, with water supply and export equipment also affecting the recovery.

The development offers a possible route towards restoring titanium-mineral supply and export revenue, but remains a restart prospect rather than confirmed production or shipment. Neto said transporting small quantities through Maputo was not economically viable, highlighting the importance of bulk export facilities at Chongoene. For the market, confirmation of tugboat arrival, sustained plant operation and actual vessel loading would provide stronger evidence of returning supply than the announced restart expectation alone.

India Reimposes Anti-Dumping Duties on Chinese Titanium Dioxide Imports, Ranging $460-$681 per Ton
【SMM Titaium Flash】On October 24th, the Indian Ministry of Finance issued a notice to re impose anti-dumping duties on specific titanium dioxide imports originating in China for a period of five years, with a tax rate range of $460 to $681 per ton, as the new investigation determined that dumped imports caused substantial damage to domestic manufacturers. This taxation is based on the final ruling proposal of the Indian Trade Relief Authority on August 3. Previously, the Indian Coatings Association filed a legal challenge, and the Kolkata High Court requested the authorities to reconsider the tax rate implemented in May 2025. The tax rate varies depending on the type of producer. Specific producers such as LB Group are subject to a rate of $460 per ton, while other non compliant producers are subject to a rate of $681 per ton. Taxation or raising import costs for industries such as Indian coatings, while providing certain protection for local titanium dioxide producers.

Ukrainian Attack on Russian Titanium Plant Disrupts Supply Chain, Injures 5 Employees
【SMM Titanium Flash】On October 25th, according to foreign media reports, the Ukrainian Defense Forces attacked the AVISMA chemical and metallurgical plant in Leninsky, Perm Krai, Russia. The plant belongs to the VSMPO-AVISMA group and is one of the world's largest titanium producers. According to data from the United States Geological Survey, the group will produce approximately 33500 tons of sponge titanium in 2024, accounting for approximately 96% of Russia's total sponge titanium production. Local authorities confirmed the attack occurred, stating that the air defense system shot down 11 drones and caused "minor damage" to an industrial facility. Preliminary information shows that 5 employees were injured. The sponge titanium produced by the factory is a high-end titanium alloy raw material, which can be used for the manufacturing of structural components for aircraft, aerospace equipment, and some guidance equipment. This attack may have an impact on the stability of the Russian titanium supply chain, and the subsequent damage to production capacity needs to be evaluated.

Titanium product divergence continues, weak market pattern highlighted [SMM Titanium Weekly Review]
[SMM Titanium Weekly Review: Divergence Across Titanium Products Persists, Weak Market Conditions Stand Out] The titanium market was generally weak this week. Titanium concentrates were in ample supply, imported ore inventories piled up and were sold off at low prices, downstream buyers pushed for lower prices, and ore prices were under pressure. Titanium dioxide prices held steady, with high operating rates and rising inventories; end-use demand was limited to small orders, exports faced barriers, and there was downward pressure. Titanium slag consolidated on a weak note, with losses, low operating rates, limited supply support, and demand that was hard to boost. Titanium sponge saw high operating rates and high inventories, with only high-end demand providing a floor while civilian procurement was sluggish. Titanium materials diverged, with the civilian segment sluggish and caught in involution, while military and aviation orders were not enough to lift the overall market. End-use demand showed no improvement, and the titanium chain remained weak in the short term, with attention on restocking and the exit of low-end capacity.
