[SMM Coal Flash] Indonesia Plans to Exclude Captive Coal-Fired Power Plants from Miners’ DMO Obligations

Published: Oct 26, 2026 14:55 (GMT+8)

Indonesia’s Ministry of Energy and Mineral Resources (ESDM) plans to exclude captive coal-fired power plants, particularly those supplying smelters, from coal miners’ domestic market obligation (DMO) calculations. Under the proposed policy, DMO assignments would cover only coal-fired power plants connected to state-owned utility PLN’s electricity grid.

ESDM also confirmed that captive power plants will not be eligible for the regulated DMO coal price of US$70/t and will instead have to purchase coal at market prices. The policy has not yet taken effect, with implementation expected in the near term.

[SMM Coal Flash] Whitehaven Coal’s September Quarter ROM Output Rises 22% YoY to Record 11 Million Tonnes
Whitehaven Coal’s managed run-of-mine (ROM) coal production reached a record 11.0 million tonnes in the September quarter of FY2027, up 22% year on year and 3% from the previous quarter. Equity sales of produced coal fell 5% from the previous quarter to 6.0 million tonnes, reflecting export terminal disruptions at RG Tanna and PWCS. The average achieved coal price rose 20% year on year to AUD 226/t, while unit costs remained at the low end of the company’s FY2027 guidance range of AUD 132-147/t. Whitehaven maintained its FY2027 guidance of 38.0-41.0 million tonnes for managed ROM production and 23.9-26.0 million tonnes for equity sales. The company expects the impact of delayed shipments and elevated inventories to ease in the December quarter.

[NMDC Explores Overseas Mining Assets to Strengthen Steel Raw Material Supply]
India’s NMDC is scouting mining assets across four continents, including coking coal, limestone, dolomite and critical minerals to diversify beyond iron ore in the UAE, Oman, Bhutan and Australia. The company aims to generate at least 20% of its revenue from non-iron ore minerals by 2030. In FY26, NMDC reported revenue of INR 31,554 crore, up 33% year-on-year, and iron ore production of 53 million tonnes. The diversification drive is relevant to India’s steel sector where raw materials account for around 65–70% of steelmaking costs. The move could strengthen raw material security for India’s steel sector and reduce import dependence, although overseas asset volumes and acquisitions have not been finalised.
