[UK Publishes Indicative Carbon Border Tax Rate for Iron and Steel Ahead of 2027 Implementation]

Published: Oct 23, 2026 13:13 (GMT+8)
The UK government published its first illustrative Carbon Border Adjustment Mechanism (CBAM) rates on October 16, setting an indicative charge of 9.69 GBP per tonne of CO₂-equivalent emissions for imported iron and steel. The mechanism will take effect on January 1, 2027, imposing carbon costs on covered imports to align them with those faced by domestic producers. The indicative rate is considerably below the UK Emissions Trading Scheme's July–September average carbon price of 58.15 GBP per tonne, reflecting free emissions allowances available to domestic industries. The government clarified that the published rates are preliminary and do not represent final tax liabilities. Confirmed rates for January–March 2027 will be announced before the end of 2026 and revised quarterly thereafter. For Indian steel exporters, the measure introduces an additional cost consideration, with actual liabilities depending on the emissions intensity of exported products and applicable carbon-price relief.

Liuzhou Iron & Steel, Huawei deploy Xuantie steel AI model targeting 80% coverage
Liuzhou Iron & Steel and Huawei commercially deployed Guangxi’s first steel-industry foundation model, Xuantie, on Huawei Cloud Stack, ModelArts and Pangu. It spans 20+ scenarios in ironmaking, steelmaking, rolling, logistics, environment and safety under a 「20+N」 framework. Autonomous 5G locomotives on a 2-km network cut molten-iron temperature loss by 35°C, saving 60,000 tonnes of standard coal and 262,000 tonnes of CO2 annually. An LF refining model shortens refining by 2 minutes and cuts crude steel cost by about 0.73 USD/tonne. A slab-grouping model processes 1,000+ complex orders in minutes, raising plate yield by 1–2% and residual slab yield above 91%; reinforcement-learning scheduling lifts overall efficiency by 8.5%. The company targets over 80% intelligent coverage within three years.

[SMM Analysis] Indian flat steel demand supports record JSW sales as coal costs squeeze margins
Record shipments lifted JSW Steel’s Q2 FY27 earnings, but costs and weaker realisations absorbed 71% of the volume gain. Imports rose despite India’s safeguard duty, and coking coal costs are set to rise further.
