Ondo signs agreement for proposed Nigerian processing plant

[SMM Titanium Flash] Ondo State and PyVee Limited signed a memorandum of understanding on 10 October for a proposed two-stage titanium processing plant in Nigeria, according to the federal information ministry. The state says it has allocated about 100 hectares at Alape for the project. The partners estimate total capital needs at US$362 million and envisage a pilot plant followed by a larger complex to make titanium dioxide pigment and titanium sponge from ilmenite. The announcement does not establish that construction or production has begun.

A working plant could create a domestic processing route for Nigerian ilmenite, but the agreement is an early project milestone. The ministry says the state will help the venture obtain raw materials, licences and infrastructure; it gives no confirmed financing close, operating capacity or commissioning date. Potential niobium-titanium alloy production is described only as a future option.

Rio Tinto’s Q3 slag output falls 17%
[SMM Titanium Flash] Rio Tinto reports that its share of titanium-dioxide slag production was 217,000 tonnes in Q3 2026, down 17% year on year and 4% from Q2. Nine-month output was 662,000 tonnes, 12% below the corresponding 2025 period. The consolidated figure combines 100% of Rio Tinto Fer et Titane in Quebec with Rio’s 74% interest in Richards Bay Minerals in South Africa; Madagascar ilmenite is processed in Canada. Rio said it was matching output to market demand, operating six of nine furnaces in Quebec and three of four at Richards Bay. The lower volumes therefore indicate deliberate supply discipline as well as weaker group output, but the disclosure does not give stand-alone RBM production. Rio is evaluating options for its Iron & Titanium business; no sale or other transaction was announced.

US Energy and EXIM chiefs set for Elk Creek visit
[SMM Titanium & Niobium Flash] NioCorp announced that US Energy Secretary Chris Wright, Export-Import Bank chairman John Jovanovic, Nebraska Governor Jim Pillen and federal lawmakers are scheduled to visit the Elk Creek critical-minerals site on 14 October. The group is expected to tour mine-portal construction and receive briefings on the planned niobium, titanium, scandium and rare-earth products. NioCorp said EXIM is still reviewing its application for potential project debt financing. The visit places a senior federal and financing delegation at a project intended to reduce US import dependence, but it is not an approval of funding or a final investment decision. NioCorp began a roughly US$44.6 million portal programme in February; that is pre-construction for underground access, while full mine construction and commercial output remain conditional on sufficient financing. Any policy or financing outcome should be reported only after the officials’ visit and a formal decision.

[SMM Titanium Spot Express: Titanium Market Lacks Clear Rebound Support in the Short Term, and the Market Is Likely to Remain Stable] The rebound in sulphuric acid provides cost support, but titanium concentrates are under pressure, new orders fell short of expectations, and order growth may be overdrawn. The titanium dioxide market is likely to remain stable in the short term.
