[SMM Coal Flash] Pakistan’s Thar Block II Phase III Raises Coal Capacity to 11.2 Million Tonnes

Pakistan inaugurated Phase III of the Thar Coal Block II project on October 5, raising the mine’s annual production capacity from 7.6 million tonnes to 11.2 million tonnes, according to Sindh Chief Minister Murad Ali Shah. The 3.6 million-tonne annual capacity increase will enable Lucky Electric Power Company’s 660 MW plant to fully switch from imported coal to Thar coal. The expansion is expected to reduce Pakistan’s reliance on imported fuel and save around $220 million in foreign exchange annually.

Indonesia’s Ministry of Energy and Mineral Resources (ESDM) is preparing a new tax incentive scheme to support coal downstreaming projects, including coal-to-methanol, DME and fuel projects. The scheme is being adjusted following the implementation of the 15% global minimum tax. ESDM Deputy Minister Yuliot Tanjung said the government could provide tax incentives of around 7% from the 22% corporate income tax rate, allowing investors to receive tax relief while maintaining an effective tax rate of 15% in Indonesia.

Coal India Limited (CIL) increased coal supplies by 12.5% year on year to 61.20 million tonnes in September FY2026-27, according to a company press release. Coal supplies to the power sector rose 10.63% YoY to 48.90 million tonnes, while coal production increased 9.18% to 53.50 million tonnes. In the second quarter, CIL’s coal supplies rose 12.04% YoY to 186.04 million tonnes, including 148.20 million tonnes supplied to the power sector.

[SMM Coal Flash] IRESS Proposes Separate Coal DMO Quota for Power Sector from 2027
Indonesia Resources Studies (IRESS) has proposed separating the coal Domestic Market Obligation (DMO) for the power sector from other domestic demand starting in 2027, with coal supplied to private smelters excluded from the DMO calculation. IRESS said around 70 million tonnes of the 239 million-tonne DMO target in 2025 was allocated to smelters. The group proposed setting a separate electricity DMO quota for each coal producer under the 2027 RKAB, with compliance based on actual deliveries to power plants.
