[SMM Coal Flash] India Pushes Uttar Pradesh to Accelerate Development of Saharpur Jamarpani Coal Block

India’s Ministry of Coal has urged the Uttar Pradesh government to accelerate development of the Saharpur Jamarpani captive coal block in Jharkhand to strengthen long-term fuel security for the state’s thermal power plants and reduce reliance on external coal supplies, particularly from Coal India Limited.

Located in Jharkhand’s Dumka district, the block has reserves of more than 973 million tonnes and was allocated to Uttar Pradesh Rajya Vidyut Utpadan Nigam Limited (UPRVUNL) in August 2015 to meet the coal requirements of its thermal power projects. However, more than 10 years after its allocation, the block has yet to be operationalised.

Novosibirsk-based Promresurs has acquired stakes in two coking coal companies in Russia’s Tuva Republic. However, Raspadskaya’s sale of the asset appears linked to portfolio and financial optimisation amid weak coal prices and losses. Both assets face logistical constraints due to delays to the Kyzyl-Kuragino railway, which is intended to connect Tuva’s coal-producing areas with Russia’s main railway network.

[SMM Coal Flash] Bayan Resources Declares Force Majeure on Coal Supply as 2026 RKAB Approval Remains Pending

PT Bayan Resources Tbk and three subsidiaries, PT Tiwa Abadi, PT Tanur Jaya and PT Fajar Sakti Prima, have declared force majeure on coal supply commitments to customers. The move came after the Indonesian government had yet to approve the subsidiaries' revised 2026 RKAB. The three affected subsidiaries are part of Bayan's operations in the Tabang and North Pakar areas. Bayan's Tabang Project produced 62.5 million tonnes of coal in 2025, accounting for 91.9% of the company's total coal production of 68.0 million tonnes. Bayan said the force majeure notification was made to minimise potential risks and consequences to the company and its subsidiaries arising from the pending RKAB approval. Indonesia's Ministry of Energy and Mineral Resources (ESDM) is currently evaluating the RKAB applications and is expected to complete the process this week.

[SMM Coal Flash] Indonesia’s ESDM Projects 2026 Coal Production at 720 Mt

Indonesia’s Ministry of Energy and Mineral Resources (ESDM) has projected domestic coal production to reach 720 million tonnes this year. The projection is based on coal production of 423 million tonnes from January to July 2026, averaging around 60 million tonnes per month. The revised 2026 RKAB production quotas are being approved progressively.
