This week, China's alkaline electrolyser market capacity remained at 43.77 GW, while the PEM electrolyser market held at 6.96 GW.

This week, Shanghai H2 Era Technology Co., Ltd. shipped the first batch of six 1,250 Nm³/h alkaline electrolysers and supporting separation systems custom-built for Phase I of Inner Mongolia Baofeng's wind and solar hydrogen production project.

Wenshi Hydrogen Energy shipped a full batch of AEM hydrogen production equipment for export orders, delivering to overseas users.

I. Project Updates

Goldwind Science&Technology's global wind power green hydrogen coupled with biomass gasification to alcohol project:In Hinggan League, Inner Mongolia, the project's first batch of green methanol products was officially shipped to Yingkou Port in Liaoning, marking the complete engineering and industrialisation closure of the world's first "wind power hydrogen production coupled with biomass gasification to methanol" entire industry chain technology route. The project is a National Development and Reform Commission (NDRC) green and low-carbon advanced technology demonstration project, planned to produce 1.45 million mt of green methanol from green hydrogen; in July 2025, Phase I was re-filed at 250,000 mt/year, and in October 2025, Phase I gasifier process validation was completed, with investment agreements signed for Phases II and III and the wind power side. The base's capacity is expected to reach 1.45 million mt/year by the end of 2027 (Phases II and III at 600,000 mt each). The project, in collaboration with Tianjin University, Xinjiang University, Sinochem, China National Chemical Engineering and other institutions, has broken through the bottleneck of stable operation for a single 250,000-mt-class gasifier, and has signed long-term supply agreements with Maersk and Hapag-Lloyd for a cumulative total of over 750,000 mt of green methanol.

China Energy Engineering Corporation Songyuan green hydrogen, ammonia and methanol integrated project (Phase II):Phase I, with 800,000 kW of new energy capacity, 45,000 mt/year of green hydrogen plus 200,000 mt/year of green ammonia and methanol facilities, is operating smoothly, with peak daily green ammonia output exceeding 500 mt; Phase II is about to commence construction, and upon full completion, the project will have a green ammonia production capacity of 200,000 mt/year. The project's total investment is nearly 30 billion yuan, with phased planning for 800,000 mt of green ammonia/green methanol. Phase II (chemical portion) has a total investment of 4.12 billion yuan, mainly involving the construction of two 220,000 mt/year ammonia synthesis units, a 126,000 Nm³ electrolysis-based hydrogen production unit, and a 42,000 Nm³ air separation nitrogen production unit.

Heilongjiang Jixi 100,000 mt biomass green sustainable aviation fuel (SAF) project:Recently obtained filing approval. The project owner is Heilongjiang Jiarun Pengyuan Green Sustainable Fuel Co., Ltd., with a total investment of 1.2 billion yuan. Using non-grain biomass ethanol and green methanol as raw materials, the main products include SAF, mixed C4/C6/C8/C12, renewable diesel (HVO), and others.

Goldwind Green Methanol Chemical (Changyi) Shandong Changyi 600,000 mt green methanol project:Recently released a draft for public comment. The project is located in Changyi Longchi Chemical Industry Park. The developer is Goldwind Green Methanol Chemical (Changyi) Co., Ltd. (indirectly wholly owned by Goldwind Science&Technology), with a total investment of 5.764 billion yuan (including 45.3 million yuan for environmental protection), covering an area of 617,076.08 m². It will build 2 air separation units, 2 gasification units, 1 desulfurization and decarbonization unit, 1 methanol synthesis unit, 1 methanol distillation unit, and 1 hydrogen production unit, and is expected to be operational in December 2028.

Jiangsu Huineng Hydrogen Source Center Storage and Transportation Project:The environmental impact assessment was recently approved. The project is located in Yangzhou Yizheng Chemical Industry Park, with a total investment of 30 million yuan. It will build a new hydrogen transmission pipeline with a total length of approximately 13.5 km, a design pressure of 2.5 MPa, and pipe diameters of DN80-DN200, laid via pipe racks/culverts/pipe supports/buried methods.

Regenerated Green Hydrogen, Horqin Left Middle Banner 300,000 mt Wind-Solar-Hydrogen-Ammonia Integrated Project (hydrogen production portion):It was recently filed. The project owner is Regenerated Green Hydrogen Energy (Inner Mongolia) Co., Ltd., located in Baolongshan Industrial Park, Horqin Left Middle Banner, Tongliao City, with a total investment of 1 billion yuan. It plans to start construction in April 2027 and be completed in December 2028. The new water electrolysis hydrogen production plant will be equipped with 16 alkaline water hydrogen production units (including 64 sets of 1,200 Nm³/h electrolyzers) and 4 PEM hydrogen production units (including 16 sets of 250 Nm³/h electrolyzers), with a total hydrogen production capacity of 80,800 Nm³/h and an annual output of 35,000 mt of green hydrogen.

Chifeng–Jinzhou Hydrogen Transmission Pipeline Project:Public inquiry for social stability analysis and assessment was recently conducted. Three pipelines for hydrogen/methanol/liquid ammonia will be laid in parallel, starting from Yuanbaoshan District, Chifeng City, Inner Mongolia, and ending at Jinzhou Port, Jinzhou City, Liaoning Province, passing through 1 autonomous region, 1 province, 4 prefecture-level cities, and 6 counties/districts. The single-pipeline route is approximately 310 km long, with 4 new combined stations and 6 large river crossings along the route.

Yangtze River Industry Investment Group, Wanrun Technology × Quanqing Hydrogen Technology, Central China's First Entire Industry Chain Hydrogen Energy Industrial Park:They will jointly build a hydrogen energy industrial park covering a total area of 170 mu in Xiantao City, Hubei Province, with a full-chain layout around hydrogen-powered bicycles/drones and integrated hydrogen production and refueling stations. The planned layout features "one station, one base, and three scenarios"—the first integrated hydrogen production and refueling station (using methanol and biomass solid waste as raw materials), a small fuel cell R&D and production site, and three application scenario production sites for hydrogen-powered bicycles/sightseeing vehicles/drones. The vehicle application prospects of the industrial park plan have already emerged: in July, the three parties signed a deployment agreement, and the first batch of 3,000 hydrogen-powered shared bicycles has already deployed 100 units for pilot operation, with subsequent expansion to 8,000-10,000 units.

Guohua Investment Yongli Hydrogen Production Plant:It recently achieved full-load operation. Hydrogen production scale of 5,000 Nm³/h, designed annual capacity of 1,428.6 mt of high-purity green gas, with the unit operating continuously at full load to reach designed capacity. All hydrogen produced is sold externally, setting a record for single-day external hydrogen sales volume, achieving "full production and full sales," with cumulative safe and stable operation exceeding 760 days.

Commercialisation of hydrogen fuel engines for large commercial vessels:Japan Engine Corporation has released the world's first hydrogen fuel engine for large commercial vessels, the 6UEC35LSGH (land test hydrogen co-combustion ratio ≥95%, greenhouse gas emission reduction close to 95%). This engine model was jointly developed by Japan Engine, Kawasaki Heavy Industries, and Yanmar Power Solutions, funded by Japan's NEDO Green Innovation Fund, and has completed land-based testing supervision by ClassNK. It is planned to be installed in January 2027 on a multipurpose vessel built by Onomichi Dockyard (chartered by Mitsui O.S.K. Lines and Mitsui O.S.K. Lines Drybulk), with onboard demonstration operation starting in April 2028 on vessels under the Blue Harmony project.

Third change to electrolyser orders for Sinopec Zhongtian Hechuang green hydrogen project:Qingqiji has again received an additional order of 16 1,000 Nm³/h electrolysers for the Zhongtian Hechuang green hydrogen project, bringing cumulative orders to 32 units, with equipment supply share rising to two-thirds of the project total, making it the largest electrolyser supplier by share. This project is Sinopec's second large-scale green hydrogen project globally after the Xinjiang Kuqa project. The procurement of 48 electrolyser sets has undergone three changes: tender in August 2025 → LONGi Hydrogen Energy/SANY Hydrogen Energy/Huadian Engineering winning bids in November 2025 (24/16/8) → bid evaluation results changed in December 2025 to LONGi/Huadian/Qingqiji (24/16/8) → Qingqiji receiving an additional 8 units in April 2026 → an additional 16 units in September 2026, bringing the cumulative total to 32 units.

II. Policy Review

Beijing Municipal People's Government, "Beijing '15th Five-Year Plan' Period High-End and Advanced Industry Development Plan":It proposes that by 2030, the added value of high-end and advanced industries will account for 40% of regional GDP. In terms of hydrogen energy, it lays out a new track for green energy, accelerates the industrialisation and commercial promotion of hydrogen energy, tackles cutting-edge energy technologies for vehicles, accelerates breakthroughs and applications of high-performance hydrogen fuel cell technologies, and includes hydrogen energy as a leading industry in Daxing District. It promotes coordinated development of the Beijing-Tianjin-Hebei region and accelerates the construction of cross-regional collaborative demonstration projects such as the Beijing-Tianjin-Hebei intelligent connected NEV technology ecological port, humanoid robot industry chain collaboration, and hydrogen energy comprehensive application pilots.

Beijing Municipal Development and Reform Commission, "Policy Measures on Municipal Government Fixed Asset Investment Supporting Hydrogen Energy Infrastructure Construction (Draft for Comments)":Released for public comment. Core terms: Hydrogen production facilities (new integrated hydrogen production and refueling stations / standalone hydrogen production / hydrogen production added to existing refueling stations) will receive subsidies equal to 30% of project investment; hydrogen transmission pipelines (newly built or converted from gas pipelines, including those passing through the city to supply hydrogen to the city) will receive subsidies equal to 30% of project investment in Beijing; hydrogen refueling stations (with compressor rated capacity of 1 mt or above over 12 hours) will receive subsidies equal to 30%; innovative scenarios (backup power supply and combined heat and power projects capped at 800,000 yuan each; new-type energy storage hydrogen storage power generation projects capped at 1.6 million yuan each) will receive subsidies equal to 30%; platform construction (innovation research, pilot testing, inspection and testing, analysis and monitoring) will receive subsidies equal to 35% of total investment, capped at 100 million yuan.

Baotou Municipal People's Government, Action Plan for Promoting High-Quality Development of the Clean Energy Industry in Baotou During the 15th Five-Year Plan Period: It proposes accelerating the implementation of integrated wind and solar power-to-hydrogen projects such as Huadian's 1 GW project and Huadian Tuoyang's 500,000 kW project; developing diversified hydrogen storage and transportation technologies (high-pressure gaseous, solid-state, cryogenic liquid, and liquid organic); promoting the commissioning of the main trunk hydrogen pipeline network from Damao Banner to downtown Baotou, building a "one main line, multiple branches" green hydrogen pipeline network; creating a nationally important hydrogen energy equipment manufacturing base; issuing and implementing the Baotou hydrogen energy regional pilot construction plan in the energy sector, completing pilot project construction before June 2028, and building the nation's first all-scenario green hydrogen self-circulation innovation city; and carrying out technical research in areas such as low-cost hydrogen production, high-performance rare earth solid-state hydrogen storage materials, liquid storage and transportation, hydrogen fuel cell stacks and system integration, green hydrogen coupled chemical processing, and green hydrogen metallurgy.

Energy Administration of Inner Mongolia Autonomous Region, Implementation Plan for Orderly Promoting the Development and Construction of Multi-User Green Electricity Direct Connection Projects in Inner Mongolia Autonomous Region (Trial): Hydrogen-based green fuels (existing and new integrated wind and solar power-to-hydrogen projects) may absorb new loads such as green hydrogen, green hydrogen-to-green ammonia, green hydrogen-to-green methanol, and green hydrogen-to-SAF for multi-user green electricity direct connection; grid-connected hydrogen-based green fuel green electricity direct connection projects shall determine new energy scale at no more than 1.2 times the annual electricity consumption of the load; grid-fed electricity shall not exceed 40% before the end of 2027 and shall not exceed 20% from 2028 onwards; the self-generation and self-consumption ratio shall be no less than 35% before 2030.

National Energy Administration's reply to the Proposal on Incorporating Hydrogen Energy into Energy Deductions in Energy Conservation Reports and Energy Audits: It will coordinate the deployment of hydrogen energy standardisation work and continuously promote the formulation and revision of standards related to hydrogen energy calorific value accounting; jointly issue the Guidelines for Building the Hydrogen Energy Industry Standard System (2023 Edition) with the Standardisation Administration of China; establish standardisation technical committees for hydrogen energy fundamentals and general matters, production, storage and transportation, and applications in the energy industry; promote the initiation of more than 70 industry standard projects in the hydrogen energy field, including the Technical Guidelines for Ammonia-Fueled Power Generation Systems; and continuously advance the internationalisation of hydrogen energy standards.

Special law enforcement action by the Hengzhou Ecological Environment Bureau of Nanning against fake new energy refueling stations: The Hengzhou Ecological Environment Bureau of Nanning, together with Hengzhou's economic and information technology, natural resources, emergency management, public security, market regulation and other departments, conducted joint law enforcement, focusing on inspecting high-incidence areas such as areas along national highways and urban-rural fringe zones, targeting illegal activities involving the construction of fake new energy refueling stations under the guise of hydrogen energy / methanol / composite new energy fuels; for illegal sites, corrective orders were issued in accordance with the law, ordering immediate cessation of refueling operations and removal of refueling equipment within a specified period.

III. Corporate Developments

Yangtze River Industry Investment Group's Wanrun Technology × Quanqing Hydrogen Technology: The first hydrogen energy industrial park project cooperation exchange meeting in Xiantao was held at the Yangtze River Industry Group Building. Its subsidiary Wanrun Technology and Quanqing Hydrogen Technology (Hubei) Holdings Co., Ltd. will jointly build the first entire industry chain hydrogen energy industrial park in central China, covering a total area of 170 mu, with a layout of "one station, one base, and three scenarios" (an integrated hydrogen production and refueling station + a fuel cell production site + production sites for hydrogen-powered bicycles / sightseeing vehicles / drone application scenarios). The first batch of 3,000 hydrogen-powered shared bicycles has already been deployed in Xiantao, with long-term plans to expand to 8,000-10,000 units.

Hebei Haiwei Electronic New Material Technology Co., Ltd.: On 8 September, it issued a voluntary announcement that it subscribed for 1,154,000 newly issued shares of Sungrow Hydrogen at a price of 20 million yuan (representing approximately 0.2825% of the enlarged share capital). Sungrow Hydrogen is a subsidiary of Sungrow, focusing on water electrolysis hydrogen production technology, with main products including alkaline electrolysers, PEM electrolysers, PWM hydrogen production power supplies, gas-liquid separation equipment, hydrogen purification equipment, and intelligent hydrogen management systems. After the completion of the investment, Sungrow Hydrogen's latest round post-investment valuation is approximately 7.223 billion yuan (an increase of approximately 2.0% from the previous round), and Haiwei's equity stake was diluted to approximately 0.2769%.

Wulei New Energy Technology (Chongqing) Co., Ltd.: The company's 1.4 billion yuan green ammonia project (300,000 mt/year green ammonia + 150,000 mt/year biomass carbon-based compound fertiliser) EPC contract (contract value of 1.4399 billion yuan) has been entirely voided. Reason for voiding: existing investors withdrew, the technology provider withdrew, and other technology providers subsequently withdrew, making it impossible to advance the project. The original contract scope of work included civil works, construction drawing design, equipment procurement, installation, commissioning, trial operation, and completion acceptance.

Tianjin Rockcheck New Energy Technology Group Co., Ltd.: The Ministry of Industry and Information Technology released the change and expansion public notice for the 411th batch of the Announcement of Road Motor Vehicle Manufacturers and Products. Two hydrogen-powered car models jointly developed by its subsidiary Tianjin Rockcheck Qingyang Power Equipment Co., Ltd. and Dongfeng Liuzhou Motor were included. Following the approval of four hydrogen-powered car models in the 410th batch, a total of six hydrogen-powered car models have obtained product access within one month (three hydrogen-powered sanitation special vehicles, two urban distribution logistics vehicles, and one trunk line heavy-duty truck). The two models included this time are: a 90 kW hydrogen-powered cold chain vehicle (focused on professional temperature-controlled logistics for fresh produce / pharmaceutical reagents / frozen foods) and an 88 kW hydrogen-powered van truck (general cargo urban distribution), both equipped with Rockcheck Qingyang Power hydrogen fuel cell systems.

Beijing Mingyang Hydrogen Energy Technology Co., Ltd.: Tongwei Group's second 5 MW alkaline electrolyser MYH-K-1000/2000 completed the entire transportation-installation process in seven days and immediately operated at full capacity to produce qualified hydrogen, achieving "delivery means production, production means full capacity." The new-generation MYH-K-1000/2000 has now been in continuous operation at Tongwei's site for five full months, accumulating nearly 4,000 hours. Since 2026, Mingyang Hydrogen has newly signed orders totalling 90 MW.

Sichuan Yuanrong New Energy Technology Co., Ltd. : Sichuan Yuanrong New Energy Technology Co., Ltd. successfully completed a 4 million yuan seed round of financing, and all financing funds have been fully delivered. The company is deeply engaged in the core technology R&D and industrialisation application of tubular solid oxide fuel cells (SOFC), leveraging more than a decade of technical accumulation by core research teams from Harbin Institute of Technology and Southwest Petroleum University. It has successfully developed a 60 W portable power supply prototype and is focusing on high-end application scenarios such as low-altitude aircraft, field special operations, and off-grid professional power supply.

Hong Kong Jianghe Green Hydrogen Technology Co., Ltd.: The first "Co-Creation and Co-Investment Industry Acceleration Summit" hosted by Hong Kong Science and Technology Parks Corporation opened, and Hong Kong Jianghe Green Hydrogen Technology Co., Ltd. became one of the first batch of projects to receive investment from the Hong Kong Science Park "Corporate Venture Fund." The second round of financing was successfully completed, and the company has connected with potential application projects such as hydrogen-powered drones and hydrogen-powered two-wheelers.

Jiangsu Guofu Hydrogen Energy Equipment Co., Ltd.: Recently, the Ministry of Industry and Information Technology released the preliminary list of the first batch of national emerging industry development demonstration bases. Jiangsu Guofu Hydrogen Energy Equipment Co., Ltd. became the only demonstration enterprise selected in Jiangsu Province in the clean low-carbon hydrogen field.

Beijing SinoHytec Co., Ltd.: The company issued an announcement on the progress of litigation. The company and its subsidiary Qianchen Company were sued by Foshan Feichi Automobile. The plaintiff's latest amended total claim exceeds 200 million yuan (specifically, requesting the court to order Tangshan Hanyi Hydrogen Energy Technology to pay the plaintiff car purchase payments of 359.2701 million yuan and capital occupation interest; and to order Qianchen Company to pay the plaintiff 201.5993 million yuan of hydrogen energy national subsidy funds received within the scope of 359.2701 million yuan, plus capital occupation interest). On 17 July 2026, Qianchen Company first sued Foshan Feichi to recover 162 million yuan in hydrogen fuel cell product payments and corresponding overdue penalty, and was countersued just five days later. The case has not yet been heard.

Zhongke Hydrogen Energy Technology (Guangdong) Co., Ltd.: Recently, the batch rollout and field road test of hydrogen-powered two-wheelers concluded successfully. The company's core product from the commercialisation of solid-state hydrogen storage technology is equipped with self-developed solid-state hydrogen storage and micro fuel cell systems, creating a new green travel model with zero charging, zero pollution, and low energy consumption.

Guohua Energy Investment Co., Ltd.: Yongli Hydrogen Production Plant recently achieved full-capacity operation, with a hydrogen production scale of 5,000 Nm³/h and an annual capacity of 1,428.6 mt of high-purity green hydrogen. It has accumulated over 760 days of safe and stable operation, setting a new record for single-day hydrogen exports. Since the beginning of this year, the company's "six stations and three plants" have been operating stably at high load, with unit energy consumption continuously declining.

IV. Patent Applications

Hongze (Jiangsu) Technology Co., Ltd. (China) published patent CN122687225A: It developed an alkaline water electrolysis hydrogen production electrolyser with efficient gas-liquid separation. A high-speed rotating centrifugal separation structure replaces traditional gravity settling separation, using centrifugal force fields to rapidly separate denser electrolyte droplets from gas, improving gas-liquid separation speed and processing capacity; a buffer device is installed before the gas-liquid mixture enters the separation tank to stabilise pressure and flow rate, eliminating pulse fluctuations generated during the electrolysis gas production process. The separated electrolyte flows back into the electrolyser through symmetrically arranged liquid return pipes, achieving closed-loop recycling of the electrolyte, reducing material consumption, alkaline waste liquid discharge, and hydrogen production costs.

Shenzhen Center Power Tech Co., Ltd. and Shenzhen Qingrui Fuel Cell Technology Co., Ltd. (China) obtained granted patent CN119980277B: (PEM water electrolysis hydrogen production stamped bipolar plate and PEM electrolyser). The bipolar plate body has a first water port at one end and a second water port at the other end, arranged diagonally; one side of the plate body is provided with a first bridge zone, a second bridge zone, a first distribution zone, a second distribution zone, and a first reaction zone; the distribution zones are composed of alternating first bosses and first recesses. This patent offers good mechanical strength and electrical conductivity, uniform flow field distribution, good sealing performance, and improved gas transmission efficiency and overall electrolysis efficiency.

Hongze (Jiangsu) Technology Co., Ltd. (China) published patent CN122707197A: It developed an alkaline water electrolysis hydrogen production electrolyser operation and maintenance management system with real-time fault monitoring functions. It includes a startup preparation module, a database, a local evolution module, and a global identification module: the startup preparation module performs semi-offline analysis to identify membrane leakage, polarisation anomalies, and pressure differential anomalies before the electrolyser transitions from shutdown state to normal operation; the database collects operating data such as unit cell voltage and hydrogen-oxygen pressure; the local evolution module constructs continuous voltage curves and continuous hydrogen-oxygen pressure differential curves, extracts key period variation characteristics, forms voltage fluctuation indices and pressure differential fluctuation indices, and achieves abnormal evolution identification of unit cells; the global identification module performs risk state identification and executes monitoring frequency adjustments or shutdown protection measures according to risk levels. Application publication date: 8 September 2026.

Wuxi Weifu High-Technology Co., Ltd. and North China Electric Power University (China) published patent CN122712098A: It developed a method for predicting electrolysis cell system degradation (time-frequency fusion), improving the accuracy of electrolysis cell system degradation prediction.
