【SMM Analysis】Ferrochrome Output Edges Down in August, Persistent High‑Level Surplus Remains Intact

According to SMM statistics, China's high‑carbon ferrochrome output in August 2026 dipped by 1.25% month‑on‑month, while rising 20.36% year‑on‑year.

Cumulative high‑carbon ferrochrome output for January‑August 2026 reached 7.36 million tonnes, representing a 32.43% year‑on‑year increase.

Ferrochrome output saw mild monthly fluctuations. Maintenance‑related production cuts occurred across northern and southern production bases, yet overall output stayed at historically high levels. On the demand side, the market entered the traditional off‑season. Downstream stainless steel performed sluggishly with weak purchasing appetite from steel mills. The August steel tender price fell by RMB 200 month‑on‑month, and spot retail quotations followed suit. Deteriorated market sentiment prompted some smelters to revise production schedules and carry out equipment maintenance, which curbed further output growth of ferrochrome to a certain extent.

On the cost side, Inner Mongolia in northern China faced power supply constraints amid light‑wind seasons, pushing power tariffs higher. In southern regions, rebounding chrome ore prices lifted ferrochrome production costs gradually. Several smelters fell into cost‑price inversion and implemented furnace shutdowns during the month.

Looking ahead, ferrochrome output is expected to fluctuate narrowly at high levels. For one thing, major stainless steel producers including Tsingshan and TISCO cut their September high‑carbon ferrochrome tender prices by another RMB 100 per 50‑base‑tonne month‑on‑month, in line with earlier bearish market expectations, leaving market participants cautious about the outlook. Despite the arrival of the traditional peak “Golden September & Silver October” consumption window, downstream stainless steel sentiment remains pessimistic. Steel mill production schedules tend to be lowered. Insufficient raw material absorption will keep surplus supply intact, forcing ferrochrome producers to adjust operating rates.

For another, persistently high costs are squeezing ferrochrome profit margins and capping output expansion. While chrome ore spot and forward prices remain stable, coke prices have risen noticeably, which may further lift ferrochrome production costs and aggravate cost‑price inversion pressures. This will push some smelters to halt production to avoid heavy financial losses.

South Africa's ferroalloys sector remains in a state of rapid decline despite recent electricity pricing relief for the ferrochrome industry, according to Ferro-Alloy Producers Association (FAPA) chairperson Nellis Bester. He said the tariff relief, credited with enabling the restart of Glencore Merafe's Boshoek and Wonderkop smelters earlier this year, has served mainly to prevent further deterioration rather than restore conditions for renewed growth, and should be treated as a short-term measure rather than a lasting fix. Bester attributed the sector's ongoing weakness to a combination of structural pressures: escalating electricity costs, rail and port logistics constraints, unprotected imports of finished alloy products, growing competition from lower-cost producing countries, and prolonged uncertainty over industrial policy. He said South Africa's silicon and manganese alloy operations are in a more precarious position than ferrochrome, with several smelters already suspended and others at risk of permanent closure, and warned that without decisive government and Eskom intervention within weeks, the decline would deepen and add to unemployment. Among the fixes Bester called for are a genuinely competitive electricity tariff, import duties on finished alloy goods, and improved rail and port infrastructure to reduce reliance on costlier road transport for exports. He stressed that South Africa retains world-class mineral resources, technical expertise and installed smelting capacity, but that these advantages are being eroded by structural cost disadvantages the industry says can still be corrected through coordinated action, adding that producers are not seeking permanent protection, only a fair, competitive operating environment to preserve the sector's remaining skilled jobs.

Global chrome ore departures from major export ports totaled 376,000 mt in the week ended August 28, down 37.26% week-on-week, according to SMM's latest data. The decline pares back a portion of the prior week's sharp rebound, with volumes settling closer to levels seen in mid-August as the recent week-to-week volatility in regional loadings continues. Maputo remained the sole major driver of shipments, with departures easing to 339,200 mt from 515,200 mt, a 34.16% decline that nonetheless lifted the port's share of total departures to roughly 90%, its highest in recent weeks. The continued concentration of volume at Maputo, even amid a pullback, reinforces the port's growing dominance in the regional chrome ore export mix relative to South Africa's traditional loading points. Mersin departures also eased, to 36,800 mt from 50,600 mt, tracking the broader market-wide contraction. Richards Bay recorded no chrome ore departures for the week, down from 33,500 mt previously, extending its recent run of weakness into a third straight week of decline and marking its first zero-departure week in the current data series. SMM has not confirmed the specific cause of the halt, though it follows a pattern of successive weekly declines at the port since mid-August. Beira again recorded no chrome ore departures, remaining inactive in the current shipping cycle. Overall, the week's data points to a pullback in total seaborne chrome ore flows from Southern Africa, with Maputo absorbing an increasingly outsized share of regional export activity as Richards Bay's loadings stall.
