Copper Price Squeeze: Scrap Utilization Enterprises Unwilling to Purchase at High Prices [SMM Secondary Copper Daily Review]

    At 11:30 today, the closing price of copper futures was 109,440 yuan/mt, up 1,320 yuan/mt from the previous trading day. The average spot premium was 310 yuan/mt, up 60 yuan/mt from the previous trading day. Today, the price of secondary copper scrap rose 300 yuan/mt day-on-day. The sales sentiment index for secondary copper scrap rose to 2.84, while the procurement sentiment index fell to 1.71. The price difference between copper cathode and copper scrap was 5,061 yuan/mt, up 1,041 yuan/mt from the previous trading day. The price difference between copper cathode rod and secondary copper rod was 1,880 yuan/mt. According to an SMM survey, copper prices shot up strongly amid a squeeze, even approaching 110,000 yuan/mt. Although the increase in secondary copper scrap prices was limited, secondary copper rod enterprises saw very few transactions at high prices. The discount on imported copper scrap prices also remained unchanged. Scrap utilization enterprises said that due to the inflated copper scrap prices, they will resume procurement after the squeeze ends.

Rio2 Secures Environmental Approval to Expand Peru’s Condestable Copper Mine to 10,000 tonne per day
Rio2 Limited has received regulatory approval for the modified Environmental Impact Study (MEIA) covering the expansion of its Condestable underground copper mine in Peru, clearing a key regulatory hurdle for the company’s plans to increase mine throughput. The approval was received on August 21 following a 14-month review process involving environmental regulators, local communities and other stakeholders.​ Under the approved MEIA, Condestable’s permitted processing capacity can increase to 10,000 tonnes per day (tpd) from the current 8,400 tpd, representing an increase of about 19%. Rio2 is currently completing engineering studies for both the processing plant and mine and is targeting a final investment decision in H2 2026. The company said detailed engineering is already underway with third-party consultants.​ The environmental approval also covers a new dry-stack tailings facility, with an initial permitted capacity of approximately 43 million tonnes and a design allowing staged expansion to as much as 170 million tonnes. In addition, the MEIA extends Condestable’s environmentally approved mine life by a further 10 years, providing regulatory support for longer-term operations and potential future expansion.​ Rio2 is also evaluating additional sources of ore to support the operation. An ore-sorting pilot programme targeting existing low-grade stockpiles and waste dumps is scheduled to begin in Q4 2026, while underground and surface exploration continues across the Condestable concessions. A surface geophysical survey covering the entire land package has recently been completed, with results currently under analysis.​ The approval removes an important regulatory constraint on Condestable’s planned expansion, although additional copper supply will depend on Rio2 completing engineering work and proceeding with the investment decision. Raising permitted throughput from 8,400 tpd to 10,000 tpd could support higher copper production over the medium term, while the additional 10 years of environmental approval and expanded tailings capacity strengthen the mine’s longer-term operating outlook.

[SMM Shanghai spot copper] Looking ahead to tomorrow, available spot copper cathode supplies in the Shanghai market remain tight. After some low-priced cargoes were traded in early morning, offers quickly decreased. Suppliers' willingness to hold prices firm and hold back from selling further strengthened. As month-end approaches, some downstream consumers and traders still need to replenish cargoes with invoices dated this month, but supply of such cargoes is relatively limited, widening the invoice gap gradually. Purchase sentiment continued to rebound during the day, reflecting that restocking demand still exists, providing strong support for spot premiums. However, with copper prices and premiums both at high levels, downstream acceptance of high-priced cargoes may gradually decline, and the willingness to chase higher prices could be restrained. On balance, due to tight available supplies, month-end invoice demand, and suppliers' firm hold on prices, Shanghai spot copper prices against the 2609 contract are expected to remain in premium tomorrow, with the overall center likely to hold up well.

On August 26, COMEX copper futures for September delivery once rose 1.8% to $6.7270/lb (about $14,830/mt), surpassing the previous record of $6.7140/lb set on August 12 and hitting a new all-time high. LME three-month copper futures rose to $14,437/mt, approaching the historical highest price of $14,527.5/mt set in January, with the COMEX-LME price spread at about $500/mt. Market expectations that the US may impose a 15% tariff on copper cathode from January 2027 (rising to 30% from 2028) have been disrupting global copper trade flows. Data showed that the US imported 889,800 mt of copper cathode in H1 2026, up 2.1% YoY, while 2025 was the year with the highest imports on record at 1.6544 million mt for the full year. As of August 24, COMEX copper inventories had reached a record 676,104 mt. If US imports maintain their current growth rate, copper markets outside the US will actually face a supply deficit.
