Shanghai Accelerates Second-Hand Home Acquisitions for Affordable Rentals; 551 Units Secured in Pilot Districts
Shanghai’s efforts to acquire second-hand homes in its central urban area are being comprehensively accelerated. On July 26, 2026, a reporter learned from the Shanghai Municipal Housing Administration that since the pilot program for acquiring second-hand homes for affordable rental housing (hereinafter referred to as “affordable rental housing”) was launched in February this year, the three districts of Xuhui, Pudong, and Jing’an have been actively exploring. As of July 25, the three pilot districts have acquired a total of 551 second-hand home units, among which 16 households have completed replacement purchases of new homes. The five districts of Huangpu, Changning, Hongkou, Putuo, and Yangpu subsequently expanded the implementation in May, actively facilitating residents’ replacement and resettlement, promoting the effective circulation of existing housing assets, and accelerating the supply of affordable rental housing in the central urban area.
