About 7 Billion Yuan! Sichuan Luzhou’s 300,000 mt/year Anode Material Project Updates Progress

Zhongke Electric (300035) Sees New Progress in Its Integrated Project for Annual Output of 300,000 mt of Lithium-Ion Battery Anode Material in Luzhou, Sichuan! Recently, the Luzhou Municipal Bureau of Ecology and Environment issued a public notice regarding the proposed approval opinions on the environmental impact assessment documents for the integrated construction project of a lithium battery anode material facility with an annual output of 300,000 mt, dated July 22, 2026.

New progress for Sinosteel Electric’s (300035) “annual 300,000 mt lithium-ion battery anode material integrated project” in Luzhou, Sichuan!

Recently, the Luzhou Municipal Ecology and Environment Bureau issued a public notice regarding the proposed approval opinion for the environmental impact assessment document of the annual 300,000 mt lithium battery anode material integrated construction project, scheduled to be made on July 22, 2026.

The public notice shows that the project’s construction unit is Sichuan Zhongke Shinzoom Graphite Co., Ltd., which will primarily build an integrated production line and supporting facilities for an annual 300,000 mt of lithium battery anode materials, including nine workshops, one office building, and two dormitory buildings.

According to information previously released by Sinosteel Electric, the project is planned with a total investment of approximately 7 billion yuan and will be implemented in two phases. The first phase will build an integrated production site for an annual 200,000 mt of lithium-ion battery anode materials, with an investment of approximately 4.7 billion yuan; the second phase will build an integrated production site for an annual 100,000 mt, with an investment of approximately 2.3 billion yuan.

Information shows that Sichuan Zhongke Shinzoom Graphite Co., Ltd. is held 67.1141% by Hunan Zhongke Shinzoom Technology Co., Ltd. (Zhongke Shinzoom) and 32.8859% by Luzhou Development Equity Investment Fund Partnership (Limited Partnership).

Zhongke Shinzoom is the operating entity for Sinosteel Electric’s lithium battery anode business, specializing in the R&D and production of lithium-ion battery anode materials for over two decades. It is a national high-tech enterprise dedicated to comprehensive solutions for lithium-ion battery anode materials.

Zhongke Shinzoom focuses on the NEV power and energy storage lithium-ion battery anode material markets, while also covering the consumer electronics segment, and holds a leading position in the power lithium battery anode material market.

Capacity side, in 2025, Sinosteel Electric’s total monthly effective anode material capacity for the full year was 349,000 mt, with capacity under construction of 85,000 mt; at the end of 2025, existing graphitisation capacity reached 280,000 mt (including the equity-accounted subsidiary Jinen New Materials).

Market competitiveness side, according to data from the “China Lithium-ion Battery Anode Material Industry Development White Paper (2026)” jointly published by research institutions EVTank and EV Economic Research Institute with the China Battery Industry Research Institute, China’s anode material shipments reached 2.922 million mt in 2025, up 38.1% YoY, with the growth rate rising 14.5 percentage points compared to 2024. Amid this high industry growth, Zhongke Shinzoom under Sinosteel Electric ranked third in China for domestic anode shipments in 2025, highlighting its prominent industry position.
