1. Procurement Conditions

This procurement project, Cables and Others for the Large-scale Electrical Safety Hazard Rectification Project at the Steelmaking Plant (AGDQGSHGXHD260721305652), is initiated by Ansteel Electric Co., Ltd. The procurement funds are self-raised, and the project has met the conditions for procurement. An open inquiry and comparison is now conducted.

2.1 Project Name: Cables and Others for the Large-scale Electrical Safety Hazard Rectification Project at the Steelmaking Plant

2.2 If the procurement fails, it will be converted to another procurement method: direct procurement or negotiated procurement.

3. Bidder Qualification Requirements

3.1 Joint bidding is not permitted for this procurement.

3.2 The procurement requires bidders to possess the following qualification requirements:

Registered capital for production-oriented enterprises: 100.0 million yuan or above.

3.4 The procurement requires bidders to possess the following performance requirements:

One record of sales performance for similar products, accompanied by the contract and corresponding invoices.

3.5 The procurement requires bidders to possess the following capability, financial, and other requirements:

Capability requirements: See the annex for details (if required).

Other requirements: 1. A business license must be provided, with a registered period of no less than one year as of the bid opening date. 2. A National Industrial Products Production License must be provided.

3.6 For projects that must undergo tendering in accordance with the law, bids from dishonest persons subject to enforcement shall be invalid.

[EU] European hot-rolled coil (HRC) offers maintained their upward momentum this week as domestic steelmakers successfully realized earlier price hikes in actual transactions, pushing mainstream quotes up to 815–820 USD/tonne EXW. Domestic mills have largely filled their September order books, with a mainstream producer recently concluding several forward-delivery contracts in succession. Supported by this, some mills are adopting a wait-and-see approach or withholding offers to prepare for further price increases on October production. On the import front, quotes in Antwerp held steady at 800–820 USD/tonne DDP. Although end-users continue to complain about sluggish consumption and elevated inventory levels, domestic mills maintain a steadfast posture, refusing to grant price concessions. Backed by ample order backlogs as the traditional August summer maintenance period approaches, steelmakers remain confident about post-holiday demand recovery.
