[SMM PV News] Brazil's PV Module Imports Drop 24% to 17.9 GWp in 2025

According to consultancy 'Greener', Brazil imported 17.9 GWp of PV modules in 2025, a 24% decline from 2024, with 79% destined for the distributed generation segment. The drop reflects an inventory buildup as distributed additions slowed to 8.8 GW. Despite a fragmented market of 115 brands, the top 10 suppliers—led by JA Solar, Longi, Astronergy, and Risen—accounted for 59% of imports. Import costs have surged to 44% of the product's 'CIF' value due to higher import duties (up from 9% to 25%) and rising freight costs. Looking ahead, the market faces further pricing impacts from the end of Chinese export tax incentives, though some utility-scale projects may benefit from reinstated duty quotas.

Taoyuan in Chinese Taiwan has issued local guidelines for solar projects to strengthen environmental protection, safety management and panel recycling. The rules require self-inspections for projects on hillsides or environmentally sensitive areas, encourage early communication with local residents, and introduce third-party equipment checks after operation begins. Operators must also prepare damaged-panel storage plans after natural disasters. SMM believes the move reflects tighter local oversight on PV project siting, O&M safety and end-of-life recycling in Chinese Taiwan.

[Solar: Romania may suspend Casa Verde rooftop PV grants for a second year]

Romania’s Environmental Fund Administration may not run the Casa Verde rooftop solar grant program this year, after the scheme was also suspended last year. The program previously covered up to 90% of household PV system costs, but local reports suggest it may be transformed into a battery storage grant scheme for prosumers, of which Romania now has more than 250,000. RPIA said a proposed EUR 76 million budget in 2026 is expected to support hybrid PV-plus-storage systems for residential and C&I users, mainly targeting existing PV prosumers. SMM believes Romania’s policy focus is shifting from pure solar capacity expansion toward higher self-consumption, grid flexibility and distributed system resilience, with storage becoming a key driver for continued rooftop PV growth.
