Green Hydrogen Project Tracking—Gansu Provincial NDRC's List of Major Provincial Construction Projects for 2026 | 700,000 kW of New PV, Solar Thermal, and Wind Power Hydrogen Production Projects Is Expected to Commence Construction

On March 19, the Gansu Provincial National Development and Reform Commission officially released the List of Major Provincial Construction Projects for 2026. A review of the list showed that it included a total of 3 hydrogen energy and green hydrogen-coupled chemical projects, covering three major categories: wind and solar power-coupled hydrogen production, green hydrogen-based synthetic ammonia production, and green hydrogen-coupled biomass-based green methanol production.

I. Newly Planned Hydrogen Energy Projects Expected to Start Construction (1 Project)

CGN Yumen 700,000-kW PV, solar thermal, and wind power hydrogen production project

This project was listed as a major provincial planned new energy project expected to start construction in Gansu in 2026 and is a supporting project for Gansu’s third batch of large-scale wind power and PV bases, led by CGN Group. The project has a total scale of 700,000 kW, including 100,000 kW of solar thermal, 200,000 kW of PV, and 400,000 kW of wind power, along with the simultaneous construction of a 70-MW hydrogen production system with a hydrogen production capacity of 4,000 Nm³/h. Relying on Yumen’s abundant wind and solar renewable energy resources, the project will realize direct hydrogen production via dedicated green electricity supply pipelines and build a demonstration project for multi-energy complementary green hydrogen production. At present, the public announcement for land site selection and the approval of preliminary procedures have been completed, and the project is ready to start construction.

II. Preparatory Hydrogen Energy and Coupling Projects (2 Projects)

1. CGN Guazhou County off-grid hydrogen production coupled with a 50,000-mt/year synthetic ammonia project

This project was included in the list of major provincial preparatory projects. Focusing on the green hydrogen-chemical coupling track, it adopts off-grid wind and solar power hydrogen production technology to avoid power grid consumption bottlenecks, and uses green hydrogen to replace traditional gray hydrogen in synthetic ammonia production, thereby enabling the low-carbon transformation of the chemical industry. The project connects the integrated green hydrogen “production-use” chain and is a key preliminary project in Gansu’s exploration of green hydrogen as an industrial substitute and in reducing carbon emissions in the chemical sector.

2. Runlong Hongneng Guazhou County integrated demonstration project for wind and solar power hydrogen production coupled with biomass-based 150,000-mt/year green methanol production

As an innovative demonstration project for green hydrogen coupled with biomass, this project was also included in the list of major provincial preparatory projects. Centered on green hydrogen production using wind and solar power-based green electricity, and combined with the resource utilization of biomass, it will integrate the production of 150,000 mt/year of green methanol, achieving deep integration of renewable energy, biomass resources, and green chemicals. It will not only expand green hydrogen consumption scenarios, but also promote the scaled-up production of green methanol and improve Gansu’s green industry chain layout of “wind, solar, hydrogen, and methanol.”
