[SMM Tin Bulletin: The US Plans to Expand AI Chip Export Controls Globally; Exports by Companies Such as Nvidia and AMD Will Require Licenses]

According to foreign media citing people familiar with the matter, US officials have drafted a regulatory proposal that would restrict global shipments of AI chips without US approval. The bill would grant Washington broad authority to decide whether other countries can build facilities for training and running AI models, and under what conditions. The proposed rules would require enterprises to apply to the US for a license to export nearly all AI accelerators produced by companies such as Nvidia and AMD. This would expand existing controls, which currently cover about 40 countries, to a global scope. President Trump has repeatedly said he wants the world to use US AI, and the draft is not intended to ban Nvidia’s exports. Instead, the rules would position the US government as the AI industry’s “gatekeeper”: enterprises (and, in some cases, their home-country governments) would have to obtain approval from the US Department of Commerce to purchase accelerators.
