Ecuador Reopens Mining Registry After Seven-Year Freeze

On June 17th, Ecuador officially reopened its mining concessions registry for the first time since January 2018, aiming to attract fresh investment, streamline permitting, and combat illegal mining. The registry had been suspended due to systemic irregularities, halting new license issuance for seven years.

Energy and Mines Minister Inés Manzano announced that new applications will be accepted gradually, starting in Q3 2025 with small-scale non-metallic mining, followed by small-scale metallic mining in September. The registry will fully reopen to all mining categories in early 2026. Applicants must prove at least two years of mining experience. State-owned Enami will retain priority application rights.

The move has drawn criticism from Indigenous and environmental groups, but the government insists it is necessary to restore lawful resource development and curb illegal operations. Ecuador, rich in copper, gold, and silver, has lagged behind regional peers due to legal and social hurdles.

Illegal mining now spans 19 of 24 provinces, often tied to organized crime. The reopening is part of broader reforms, including potential new mining fees projected to generate $229 million annually. Major upcoming projects include CMOC’s Cangrejos, SolGold’s Cascabel, Solaris’ Warintza, and the expansion of Mirador Norte.

Spot supply of upstream tungsten concentrates was tight, as suppliers held firm on quotations with strong reluctance to sell, while downstream procurement pace slowed, leading to a significant contraction in mainstream transactions at the mine end and for APT. Tungsten powder enterprises had limited support from orders on hand and were extremely cautious in restocking, mostly producing based on sales. Amid the tug-of-war between longs and shorts across the entire industry chain, the market stagnated. Yesterday, a leading tungsten enterprise in Guangdong locked in the long-term contract price for APT at 780,000 yuan/mt, effectively stabilizing industry expectations. Currently, the trading center of the APT spot market is fluctuating around 800,000 yuan/mt, with some inventory still needing to be cleared. Short-term prices are expected to move sideways.

Official sources indicate that this batch of tellurium ingots meets the Te99.95 quality standard. The reserve price for the tender is set at a discount of RMB 30/kg. Storage location: factory warehouse. Transportation costs are to be borne by the buyer. The registration deadline is 17:00 on June 14, 2026, with bidding commencing at 15:00 on June 15, 2026.
