The purchaser of the power cables (AGDQGSHGXHD250612216988) for the Greenland Guofeng 400,000 mt/year Carbon Material Engineering Project under this procurement project is the Production Management Office of Angang Electric Co., Ltd. The funding for this procurement project is self-raised, and the project is now ready for procurement. A public inquiry and comparison is being conducted.

3. Bidder Qualification Requirements

3.1 Consortium bidding is not permitted for this procurement.

3.2 Bidders for this procurement must meet the following qualification requirements:

3.3 Bidders for this procurement must meet the following registered capital requirements:

Registered capital for manufacturing enterprises: 300 million yuan or above

3.4 Bidders for this procurement must meet the following performance requirements:

Provide one sales performance record of similar products to Sinopec, PetroChina, or the State Grid Corporation of China, along with the corresponding contracts and invoices.

3.5 Bidders for this procurement must meet the following capability, financial, and other requirements:

Capability requirements: See the attachment for details (if necessary).

Other requirements: 1. Business license; 2. Provide certification documents for the quality management system; 3. Provide the National Industrial Product Production License and possess the production capacity for medium-voltage power cables below 35KV; 4. Provide proof materials for the inclusion of cable products in the supplier lists of Sinopec, PetroChina, or the State Grid Corporation of China.

3.6 For projects that must undergo tendering in accordance with the law, bids from dishonest persons subject to enforcement are invalid.

4. Acquisition of Procurement Documents

4.1 All interested bidders are requested to log in to the Angang Smart Tendering and Bidding Platform at http://bid.ansteel.cn between 17:45 on June 12, 2025, and 08:00 on June 23, 2025 (Beijing time, the same hereinafter) to download the electronic procurement documents.
