Colombia Makes Preliminary Anti-Dumping Ruling on Welded Pipes from China

On May 21, 2025, the Ministry of Commerce, Industry and Tourism of Colombia issued Notice No. 121 in the Official Gazette, making a preliminary anti-dumping determination on welded pipes [Spanish: tubería soldada, de sección circular, de hierro o acero, de los tipos utilizados en la protección de cables eléctricos, de un diámetro nominal mayor o igual a 12.7 mm (1/2”) y menor o igual a 152.4 mm (6”) –Tubería Conduit] originating in China. It was preliminarily decided to impose provisional anti-dumping measures in the form of a minimum price. When the customs-declared FOB price of the products under investigation is lower than the minimum price, i.e., $1,019.50/mt, a provisional anti-dumping duty equivalent to the difference between the minimum price and the customs-declared price will be levied. The measures took effect on the date of publication of the notice in the Official Gazette and will remain valid for four months. The products under investigation are welded pipes with a circular cross-section made of iron or steel, with a nominal diameter ranging from 12.7 mm (inclusive) to 152.4 mm (inclusive), used for cable protection, and fall under the Colombian tariff code 7306.30.99.00.

On February 20, 2025, the Ministry of Commerce, Industry and Tourism of Colombia issued Notice No. 036 dated February 19, 2025, in the Official Gazette, stating that, in response to an application from the Colombian enterprise TENARIS TUBOCARIBE LTDA., an anti-dumping investigation was initiated on welded pipes originating in China.
