Notice on Issuing the Questionnaire for the Expiry Review Investigation of Countervailing Measures on Imported Solar-Grade Polysilicon Originating in the US

On January 10, 2025, the Ministry of Commerce of the People's Republic of China issued Announcement No. 6 of 2025, deciding to initiate an expiry review investigation on the countervailing measures applicable to imported solar-grade polysilicon originating in the US. In accordance with the relevant provisions of the Countervailing Regulations of the People's Republic of China, the following is a notification regarding the distribution of the investigation questionnaire for this case:

To All Interested Parties:

On January 10, 2025, the Ministry of Commerce of the People's Republic of China issued Announcement No. 6 of 2025, deciding to initiate an expiry review investigation on the countervailing measures applicable to imports of solar-grade polysilicon originating in the US.

In accordance with the relevant provisions of the Countervailing Regulations of the People's Republic of China, the following is hereby notified regarding the distribution of the investigation questionnaires for this case:

1. The investigation questionnaires for this case are divided into four categories: foreign exporters or producers, domestic producers, domestic importers, and the government of the exporting country (see attachments). Specific requirements for responses, submission methods, and deadlines are detailed in each questionnaire.

2. Foreign exporters or producers shall complete the "Foreign Exporters or Producers Investigation Questionnaire" as required. Domestic producers shall complete the "Domestic Producers Investigation Questionnaire" as required. Domestic importers shall complete the "Domestic Importers Investigation Questionnaire" as required. The government of the exporting country shall complete the "Exporting Country Government Investigation Questionnaire" as required.

3. The date of issuance of this notice shall be deemed the date of distribution of the questionnaires. Interested parties shall truthfully complete and submit accurate and complete responses within the deadlines specified in each questionnaire.

4. The investigating authority will distribute the questionnaires to registered interested parties through the "Trade Remedy Investigation Information Platform" (http://etrb.mofcom.gov.cn). Other interested parties may also download the questionnaires from the "Case Updates" section of the Trade Remedy Investigation Bureau sub-website of the Ministry of Commerce (http://trb.mofcom.gov.cn) or the China Trade Remedy Information Network (http://www.cacs.gov.cn).

5. All interested parties shall submit electronic versions of their responses through the "Trade Remedy Investigation Information Platform" (http://etrb.mofcom.gov.cn) and simultaneously submit written versions of their responses. The content of the electronic and written versions must be identical, and the format must remain consistent. If interested parties have any questions during the distribution or response process, they may consult the case handlers of this investigation.
