II. Construction Content and Scale

Hydrogen Production Capacity: The project is designed with a hydrogen production capacity of 4,000 Nm³/h. However, according to the construction plan of the construction unit, this phase will only involve the construction of facilities for 2,000 Nm³/h water electrolysis hydrogen production.
Main Facilities: The project mainly includes two 1,000 Nm³/h water electrolysis hydrogen production units, one desalinated water unit, and supporting facilities such as hydrogen storage tanks and office buildings.
Production Capacity: Upon completion, the project will achieve a hydrogen production capacity of 2,000 Nm³/h (equivalent to 1,060 tons per year).

III. Project Progress and Filing Status

Environmental Impact Assessment Announcement: On July 9, 2024, the project conducted its first public announcement for the environmental impact assessment to solicit public opinions.
Filing Completion: On February 24, 2025, information on the Hubei Province Online Approval and Supervision Platform for Investment Projects indicated that the Guohua Yunmeng County 4,000 Nm³/h Water Electrolysis Hydrogen Production Project had been approved and filed.
Planned Start Date: The project is expected to commence construction in May 2025.

IV. Background of the Construction Unit

Establishment Date: Yunmeng Guohua Zhongneng New Energy Co., Ltd. was established on April 18, 2024.
Business Scope: Technical services, technical development, technical consulting, technical exchange, technical transfer, and technical promotion; battery manufacturing; ESS technical services; engineering technical services (excluding planning management, surveying, design, and supervision); battery leasing; battery sales; manufacturing of transformers, rectifiers, and inductors; sales of PV equipment and components; sales of power distribution switch control equipment; sales of mechanical and electrical equipment; sales of advanced power electronic devices; manufacturing of special electrical machinery equipment; R&D of resource recycling technologies; software development; machinery equipment leasing; information system integration services; information system operation and maintenance services; sales of e-bikes; sales of new energy prime movers, etc.
Shareholding Structure: Yunmeng Guohua Zhongneng New Energy Co., Ltd. is 100% owned by Hubei Zhongneng Sixiang New Energy Industry Co., Ltd. The latter's shareholders are Wuhan Shaojihu Tourism Development Co., Ltd. (80% shareholding), Shenzhen Center Power Tech Co., Ltd. (10% shareholding), Zhongnan Electric Tianmen New Energy Co., Ltd. (5% shareholding), and Jicheng Electronics Co., Ltd. (5% shareholding).
