Beijing announces 2025 passenger vehicle quota with expanded new energy vehicle allocations

Shanghai (Gasgoo)- On January 26, Beijing city's authority unveiled its 2025 passenger vehicle quota allocation and configuration ratios, according to a post on the Beijing Municipal Commission of Transport's official WeChat account. The total quota for 2025 is set at 100,000 units—comprising 20,000 ordinary passenger vehicle permits and 80,000 new energy passenger vehicle permits.

Under the detailed configuration, the 20,000 ordinary permits include 19,200 allocated to households and individuals through a combined lottery system, and 800 allocated to business organizations. These ordinary permits will be distributed in two batches of 10,000 each on June 26 and December 26, 2025.

For new energy vehicles, the allocation includes 58,400 permits for households, 14,600 for individuals, 4,000 for business organizations, and 3,000 for commercial operators. Household, individual, and organizational new energy vehicle permits will be allocated on May 26 this year, while commercial operator permits will be assigned later in the year based on applications from the respective industry authorities.

In response to the needs of households without vehicles, to enhance residents' access, and to promote refined and differentiated vehicle quota management along with the adoption of new energy vehicles, Beijing will issue an additional 40,000 new energy vehicle permits exclusively to car-free households. The names of qualifying households, determined by score ranking within the Beijing Passenger Vehicle Quota Management Information System, will be announced on May 26 alongside the results of the regular allocation. Household applicants can check their status on the system.

The additional allocation will follow these guidelines: after the regular allotment of 58,400 household new energy vehicle permits, the remaining permits will be issued to the top 40,000 car-free households based on total scores. For households with same scores, priority will be given to the applicant with the earliest registration time on the system. Qualifying households will then undergo verification of family relationships and marital status by relevant Beijing authorities, with further details to be released on May 26, 2025.

Beijing's transportation authorities reiterated their commitment to prioritizing public transit by accelerating the development of an integrated transportation system—anchored by rail transit, supported by surface buses, and supplemented by diverse modes of transport. These efforts aim to continuously improve public transit quality, strengthen refined traffic management, encourage green travel, and implement comprehensive measures to alleviate urban congestion while ensuring smooth and orderly commutes for residents.
