[Ministry of Commerce and General Administration of Customs: Export Control Imposed on Items Related to Tungsten, Tellurium, Bismuth, Molybdenum, and Indium] According to the website of the Ministry of Commerce, on February 4, the Ministry of Commerce and the General Administration of Customs issued an announcement deciding to impose export control on items related to tungsten, tellurium, bismuth, molybdenum, and indium. The announcement takes effect from the date of its release.

 

According to the website of the Ministry of Commerce, on February 4, the Ministry of Commerce and the General Administration of Customs issued an announcement to impose export controls on items related to tungsten, tellurium, bismuth, molybdenum, and indium. The announcement came into effect upon its release.

Announcement No. 10 of 2025 by the Ministry of Commerce and the General Administration of Customs Decision to Impose Export Controls on Items Related to Tungsten, Tellurium, Bismuth, Molybdenum, and Indium

In accordance with the relevant provisions of the Export Control Law of the People's Republic of China, the Foreign Trade Law of the People's Republic of China, the Customs Law of the People's Republic of China, and the Regulations of the People's Republic of China on the Administration of Export Control of Dual-Use Items, and to safeguard national security and interests and fulfill international obligations such as non-proliferation, the State Council has approved the decision to impose export controls on the following items:

I. Items Related to Tungsten

(1) 1C117.d. Tungsten-related materials:

1. Ammonium paratungstate (Customs Commodity Code: 2841801000);

2. Tungsten oxide (Customs Commodity Codes: 2825901200, 2825901910, 2.8259 billion);

3. Tungsten carbide not controlled under 1C226 (Customs Commodity Code: 2849902000).

(2) 1C117.c. Solid tungsten with all the following characteristics:

1. Solid tungsten (excluding granular or powder form) with any of the following characteristics:

a. Tungsten and tungsten alloys with a tungsten content of 97% or more by weight, not controlled under 1C226 or 1C241 (Customs Commodity Codes: 8101940001, 8.102 billion);

b. Tungsten-copper with a tungsten content of 80% or more by weight (Customs Commodity Codes: 8101940001, 8.102 billion);

c. Tungsten-silver with a tungsten content of 80% or more by weight and a silver content of 2% or more (Customs Commodity Codes: 7106919001, 7.1069 billion);

2. Capable of being mechanically processed into any of the following products:

a. Cylinders with a diameter of 120 mm or more and a length of 50 mm or more;

b. Tubes with an inner diameter of 65 mm or more, a wall thickness of 25 mm or more, and a length of 50 mm or more;

c. Blocks with dimensions of 120 mm × 120 mm × 50 mm or more.

(3) 1C004 Tungsten-nickel-iron alloys (Customs Commodity Codes: 8101940001, 8.102 billion) or tungsten-nickel-copper alloys (Customs Commodity Codes: 8101940001, 8.102 billion) with all the following characteristics:

a. Density greater than 17.5 g/cm3;

b. Elastic limit exceeding 800 MPa;

c. Ultimate tensile strength greater than 1,270 MPa;

d. Elongation exceeding 8%.

(4) 1E004, 1E101.b. Technology and data for the production of items under 1C004, 1C117.c, and 1C117.d (including process specifications, process parameters, processing programs, etc.).

II. Items Related to Tellurium

(1) 6C002.a. Metallic tellurium (Customs Commodity Code: 2804500001).

(2) 6C002.b. Monocrystalline or polycrystalline products (including substrates or epitaxial wafers) of any of the following tellurium compounds:

1. Cadmium telluride (Customs Commodity Codes: 2842902000, 3.818 billion);

2. Cadmium zinc telluride (Customs Commodity Codes: 2842909025, 3.818 billion);

3. Cadmium mercury telluride (Customs Commodity Codes: 2852100010, 3.818 billion).

(3) 6E002 Technology and data for the production of items under 6C002 (including process specifications, process parameters, processing programs, etc.).

III. Items Related to Bismuth

(1) 6C001.a. Metallic bismuth and products not controlled under 1C229, including but not limited to ingots, blocks, beads, granules, powders, etc. (Customs Commodity Codes: 8106101091, 8.1061 billion).

(2) 6C001.b. Bismuth germanate (Customs Commodity Code: 2841900041).

(3) 6C001.c. Triphenyl bismuth (Customs Commodity Code: 2931900032).

(4) 6C001.d. Tri-p-ethoxyphenyl bismuth (Customs Commodity Code: 2931900032).

(5) 6E001 Technology and data for the production of items under 6C001 (including process specifications, process parameters, processing programs, etc.).

IV. Items Related to Molybdenum

(1) 1C117.b. Molybdenum powder: Molybdenum and alloy particles with a molybdenum content of 97% or more by weight and a particle size of 50×10-6m (50 μm) or less, used for manufacturing missile components (Customs Commodity Code: 8102100001).

(2) 1E101.b. Technology and data for the production of items under 1C117.b (including process specifications, process parameters, processing programs, etc.).

V. Items Related to Indium

(1) 3C004.a. Indium phosphide (Customs Commodity Code: 2853904051).

(2) 3C004.b. Trimethylindium (Customs Commodity Code: 2931900032).

(3) 3C004.c. Triethylindium (Customs Commodity Code: 2931900032).

(4) 3E004 Technology and data for the production of items under 3C004 (including process specifications, process parameters, processing programs, etc.).

Export operators exporting the above items shall apply for permission from the competent commercial department of the State Council in accordance with the relevant provisions of the Export Control Law of the People's Republic of China and the Regulations of the People's Republic of China on the Administration of Export Control of Dual-Use Items.

This announcement came into effect upon its release. The Export Control List of Dual-Use Items of the People's Republic of China is updated simultaneously.

[Tungsten Express] SMM, June 11: The tungsten raw material prices remained sideways today, with divergence appearing across various segments of the industry chain. Spot supply of upstream tungsten concentrates was tight, as suppliers held firm on quotations with strong reluctance to sell, while downstream procurement pace slowed, leading to a significant contraction in mainstream transactions at the mine end and for APT. Tungsten powder enterprises had limited support from orders on hand and were extremely cautious in restocking, mostly producing based on sales. Amid the tug-of-war between longs and shorts across the entire industry chain, the market stagnated. Yesterday, a leading tungsten enterprise in Guangdong locked in the long-term contract price for APT at 780,000 yuan/mt, effectively stabilizing industry expectations. Currently, the trading center of the APT spot market is fluctuating around 800,000 yuan/mt, with some inventory still needing to be cleared. Short-term prices are expected to move sideways.
