According to the relevant provisions of the approval procedures for environmental impact assessment of construction projects, on January 3, 2025, our bureau accepted the environmental impact assessment document for the construction project of the high-carbon ferrochrome powder remelting and casting production line by Inner Mongolia Wangyuan Industrial Co., Ltd. The acceptance status is hereby announced, and the public notice period for the report is 10 working days starting from January 3, 2025.

At this stage, since the construction unit has implemented only the first phase of the "Inner Mongolia Wangyuan Industrial Co., Ltd. 8×42,000 KVA Fully Enclosed Submerged Arc Furnace Project with an Annual Output of 800,000 mt of Ferroalloy Series Products," which includes the construction of 2×42,000 KVA fully enclosed high-carbon ferrochrome submerged arc furnaces and supporting facilities, the construction unit has built only one generator room to match this project. The generator room covers an area of 600 m² (120 m×15 m×8 m) and is equipped with 36×600 kW internal combustion gas generator sets, with a total installed capacity of 21.6 MW. The fuel used is furnace gas from the submerged arc furnace after dust removal. The exhaust gas from the internal combustion engines is treated using a low-nitrogen combustion control system, single-alkali desulfurization, and SCR denitrification processes, and the treated exhaust gas is discharged through a 45 m high exhaust stack. This project began construction in April 2022, was completed and put into operation in July 2023, and is currently undergoing self-conducted environmental protection completion acceptance.

In October 2024, the high-carbon ferrochrome products sold externally by the construction unit were all finished high-carbon ferrochrome cast blocks, which were refined and crushed into sizes of 10 mm-50 mm for supply to customers. High-carbon ferrochrome powder below 10 mm became a low-value by-product. To improve economic efficiency, Inner Mongolia Wangyuan Industrial Co., Ltd. plans to recycle its own high-carbon ferrochrome powder for remelting and casting to produce finished high-carbon ferrochrome products. The plan is to use high-carbon ferrochrome powder to build an annual production capacity of 10,000 mt of remelted and cast high-carbon ferrochrome powder, including the construction of 2×2 t intermediate frequency furnaces with 2×1,250 KVA transformers, cold-pressed pellet equipment, drying equipment, and supporting auxiliary facilities, to remelt and cast high-carbon ferrochrome powder, turning low-value by-products into marketable products.

The proposed site for the high-carbon ferrochrome powder remelting and casting production line construction project by Inner Mongolia Wangyuan Industrial Co., Ltd. is located within the plant area of Inner Mongolia Wangyuan Industrial Co., Ltd. in the western zone of Fengzhen Industrial Park, Fengchuan Circular Economy Development Zone, Ulanqab City, Inner Mongolia. The project includes the construction of 2×2 t intermediate frequency furnaces with 2×1,250 KVA transformers, cold-pressed pellet equipment, drying equipment, and supporting auxiliary facilities, utilizing high-carbon ferrochrome powder to build an annual production capacity of 10,000 mt of remelted and cast high-carbon ferrochrome powder. The total investment in the project is 15.2933 million yuan, fully funded by self-owned capital, with a construction period of 7 months.
