【SMM Analysis】According to the latest research report released by the Natural Resources Defense Council (NRDC), Illinois plans to utilize the sites of soon-to-be-decommissioned power plants to deploy a battery energy storage system with a capacity of up to 3GW. This initiative will not only meet the state's electricity supply needs but also reduce reliance on the construction of new transmission lines.

Illinois: A Pivotal State in the U.S. Midwest Leading the Energy Transition As a pivotal state in the U.S. Midwest, Illinois is actively advancing its energy transition agenda. The aim is to establish a cleaner and more sustainable energy system by deploying large-scale battery energy storage systems and constructing state-of-the-art battery manufacturing facilities.

  • Battery Energy Storage Systems to Replace Fossil Fuel Power Plants
The Natural Resources Defense Council (NRDC) has released a recent study indicating that Illinois intends to repurpose the sites of soon-to-be-decommissioned power plants to install a battery energy storage system with a capacity of up to 3GW. This initiative will not only satisfy the state's electricity demand but also decrease the reliance on constructing new transmission lines. By 2030, it is anticipated that Illinois will have nearly 3GW of battery energy storage systems in place, complemented by approximately 7.7GW of renewable energy generation facilities. These installations will be integrated into the state's power grid, creating a more environmentally friendly energy supply network.
  • Guoxuan High-Tech's Announcement to Build an Illinois Battery Factory in September 2023
The investment plan of Chinese battery giant Guoxuan High-Tech in Illinois is also highly notable. In September 2023, the company declared its intention to invest $2 billion in a new electric vehicle battery mega-factory in Manteno, Kankakee County. The facility is slated to begin production in 2024, producing 10GWh of lithium-ion battery packs and 40GWh of lithium-ion battery cells, thereby providing a critical supply for the North American electric vehicle market.
Illinois Governor J.B. Pritzker has lauded Guoxuan High-Tech's investment, viewing it as the largest investment in electric vehicle batteries in the state's history and a significant step forward in developing the state's electric vehicle ecosystem and supply chain. The mega-factory is expected to generate 2,600 high-paying jobs and has received $536 million in incentives from the state government. Guoxuan High-Tech's Chairman, Li Zhen, has stated that the company's investment in Illinois not only reflects a deep appreciation for resources but also underscores the company's commitment to contributing to the electrification of North American automobiles and fostering Sino-American economic and trade relations.
  • Driving Energy Transition and Job Creation
Through the deployment of battery energy storage systems and renewable energy generation facilities, Illinois is set to reduce its dependence on imported energy. Moreover, by the end of 2030, it is projected that Illinois will have deployed about 3.2GW of solar power installations, 2.5GW of wind power installations, 1.4GW of natural gas power installations, and 627MW of energy storage systems.
These initiatives by Illinois will undoubtedly take substantial strides on the path to energy transition and create a significant number of high-skill job opportunities, propelling green energy development throughout the United States.
