On the afternoon of March 15th, 2024, the inaugural meeting for the Qingzhen City Bauxite Recycling Project (Phase I: 500,000 tonnes Desulfurisation) of Guiyang Industrial and Commercial Assets Management Co., Ltd. took place successfully in the conference room of the project department situated at the construction site.
The successful gathering of the project kick-off meeting signifies the commencement of the Qingzhen City Bauxite Recycling Project by the Municipal Industrial and Commercial Assets Company, propelling it into full-fledged construction mode. All company employees are committed to "focusing on deadlines, accelerating progress," and diligently advancing each task. They are dedicated to constructing a project of exceptional quality, marking a firm and significant initial stride towards the company's transformation and development.
How the meeting went
Under the direction of Chen Long, Director of the Supervision Unit, the meeting proceeded systematically through the agenda items. First, the Construction Unit presented its preparations and outlined the requirements for the construction period. Second, they elaborated on the construction preparations, highlighting issues to be addressed and the measures in place for project safety, quality, and progress.
Next, the Supervision Unit provided review opinions on the Construction Unit's start-up report and introduced overall project management and control measures. Following this, the Construction Unit submitted examination and approval opinions on the project commencement report. Upon determining the commencement date, the Chief Supervision Engineer of the project supervision agency will issue the Project Commencement Order.
The investigation unit then detailed the workflow and disclosure process for their investigations. Subsequently, the Design Unit explained their workflow and design disclosure procedures. The Supervision Organisation followed, introducing their supervision planning and construction oversight disclosure. Lastly, the Audit Unit presented the workflow, audit disclosure, and measures to ensure high-quality follow-up work.
Directives by Wu Xun
During the meeting, Wu Xun, the Deputy General Manager and Project Commander of the company, laid out several directives:
- First, he emphasised that the company's bauxite desulfurisation project has secured the construction permit for levelling. Wu Xun urged all contractors to actively collaborate with the construction unit to organise personnel, materials, and machinery for the construction process.
- Secondly, upon the official commencement of construction, Wu Xun highlighted that the competent department would conduct frequent inspections. He requested all units diligently fulfil their respective duties and promptly update relevant engineering materials for inspection.
- Thirdly, Wu Xun insisted that the Construction Unit develop a specialised construction plan tailored to the on-site conditions, cautioning against reckless actions.
- Lastly, Wu Xun directed the Supervision Unit to revise the supervision plan accordingly. He emphasised the importance of conducting construction supervision disclosures to the Construction Unit in adherence to supervision procedures. This entails clearly defining the supervision process, methods, and measures to be implemented.
What Pu Xiaobo said
During the meeting, Pu Xiaobo, Deputy Secretary of the Party Committee and General Manager of the company, commended each unit for their preparatory efforts. He emphasised the following points:
- Firstly, Pu Xiaobo highlighted that the bauxite desulfurisation project marks the inaugural venture of the city's Industrial and Commercial Assets Company into substantive transformation. Therefore, all participating units should accord it utmost importance, aiming for timely completion with exemplary quality and quantity.
- Secondly, Pu Xiaobo urged the Construction Unit to promptly enhance safety risk identification, establish hierarchical management and control systems, and ensure robust safety management throughout the project's construction phase.
- Thirdly, he stressed the necessity to bolster project management practices, enforce managerial responsibilities, uphold standardised and civilised construction approaches, and guarantee that the project concludes as scheduled, with costs staying within the estimated budget.
- Fourthly, Pu Xiaobo acknowledged the current project's tight timeline and significant workload. He called upon all involved parties in the construction to intensify communication, coordinate effectively, and promptly resolve any related issues.
- Lastly, he underscored the collaborative effort required from all participating units, urging them to work collectively to ensure the project's success. Pu Xiaobo encouraged joint endeavours to establish this project as a model undertaking.
