National Guidance on Reasonable Allocation of User-Side Energy Storage for Big Data Centers and 5G Base Stations

The National Development and Reform Commission and the National Energy Administration issued guidance on strengthening the construction of peak-shifting energy storage and intelligent scheduling capabilities for the power grid. The guidance proposes that around big data centers, 5G base stations, industrial parks, and other terminal users, user-side energy storage should be reasonably allocated based on the integrated mode of source-side network load and energy storage, in order to improve user power supply reliability and the on-site consumption capacity of distributed new energy. It also explores the construction of user-side energy storage facilities such as uninterrupted power supply and electric vehicles, and promotes electric vehicles to participate in the regulation of the power system through orderly charging, vehicle-grid interaction, and exchange mode, thus tapping into the flexible regulation capabilities on the user side.
