According to China News Service, the Hainan Provincial People's Government recently issued the 15th Five-Year Plan for Hainan National Ecological Civilization Pilot Zone (15th Five-Year Plan for Building a Beautiful Hainan) (hereafter referred to as the Plan). It puts forward steady progress on phasing out sales of fuel-powered vehicles by 2030, when the share of new energy vehicles (NEVs) in Hainan’s total vehicle stock is projected to climb from 23.75% in 2025 to 45%. This will make Hainan China’s first province to halt sales of fuel-powered vehicles.
