[SMM PV Brief] Zhejiang Seeks Public Comments on Guidelines for Photovoltaic Development and Construction in the Industrial Sector

Recently, the Zhejiang Provincial Department of Economy and Information Technology drafted the Guiding Opinions on the Development and Construction of PV in Zhejiang’s Industrial Sector (Draft for Soliciting Comments) and is now soliciting public opinions. The opinions point out that, in accordance with the work deployment of the provincial Party committee and government on achieving carbon peak and carbon neutrality, this guidance is formulated to comprehensively promote the development and construction of PV in the industrial sector, accelerate the building of a new-type energy system, and strive for the green and low-carbon transformation of manufacturing.

The opinions require that, based on the principle of “install wherever possible, prioritize self-consumption, and feed surplus electricity to the grid,” and taking into account the grid’s consumption and carrying conditions, the structural safety of factory buildings, and the actual production and operation needs of enterprises, every effort shall be made to promote industrial PV development and construction. During the 15th Five-Year Plan period, the proportion of PV installed on available building rooftops of new industrial plants in the province shall reach 100%, and for existing industrial plants, PV shall be installed wherever possible on available rooftops. All efforts shall be made to achieve the target of 10 million kW of newly added industrial PV installations.
