1. Tender Conditions

This bidding project for Titanium Metal Graphite Electrodes (UHP φ600) (PGPWZBHGZHD260703301403) is initiated by Pangang Group Materials Trading Co., Ltd., with funds from the company's own sources. The project has met the conditions for tendering and open tender is hereby conducted.

2. Project Overview and Tender Scope

2.1 Project Name: Titanium Metal Graphite Electrodes (UHP φ600)

2.2 If the tender fails, the procurement method will be switched to negotiation procurement.

2.3 For the tender content, scope, and scale of this project, please refer to the attached Bill of Materials (Attachment.pdf).

3. Bidder Qualification Requirements

3.1 Consortium bidding is not allowed for this tender.

3.2 The bidders must meet the following qualification requirements:

Registered capital for production-type enterprises: RMB 2 million and above

3.4 The bidders must meet the following performance requirements:

Other requirements: 1. Bidders must possess valid business qualifications (able to provide an annually reviewed business license), and the validity can be verified through public inquiry websites such as Qixinbao, Tianyancha, and Qichacha. 2. There must be no records of serious illegal activities in business operations from January 1, 2023 to the bid submission deadline (as determined by the enterprise data analysis of the Ansteel Smart Bidding Platform).

3.6 For projects that must be tendered in accordance with law, bids from persons subject to enforcement for dishonesty are invalid.

4. Obtaining the Tender Documents

4.1 All prospective bidders who intend to participate are requested to log in to the Ansteel Smart Bidding Platform at http://bid.ansteel.cn to download the electronic tender documents from 21:00 on July 6, 2026 to 08:45 on July 27, 2026 (Beijing time, the same hereinafter).
