National Government Offices Administration Unveils 2026 Energy Conservation Plan, Carbon Accounting Guidelines for Public Institutions

Recently, the National Government Offices Administration issued a notice regarding the arrangements for energy and resource conservation in public institutions for 2026. The document mentioned the release of the industry standard "Guidelines for Carbon Emission Accounting in Public Institutions," which clarifies the boundaries, factor values, and methodological steps for carbon emission accounting in public institutions. It also involves calculating and issuing the total carbon emission and intensity targets for public institutions during the 15th Five-Year Plan period, as well as formulating specific implementation plans for carbon emission assessments in public institutions. The structure of energy use will be optimized by promoting the electrification of end-user energy consumption in public institutions and increasing the promotion and application of renewable energy sources such as solar power, along with green and low-carbon technologies and products. Efforts will be made to summarize, refine, and replicate the experiences and practices of building carbon-inclusive systems in public institutions, while encouraging exploration in cutting-edge areas such as carbon asset trading, virtual power plants, and green electricity consumption. The "2024-2025 Green and Low-Carbon Transformation Topic Collection" will be published, and a new round of topic applications will be launched.
