PT Tianshan Alumina Indonesia's Project Stalled Over Military Land Overlap

[SMM Alumina Express News] PT Tianshan Alumina Indonesia (Chinese-backed) remains uncertain about proceeding with its multi-trillion-rupiah alumina smelter project in Lingga, Riau Islands, due to the site's adjacency to an active TNI (Indonesian military) training area. The company requires special approval from the Ministry of Defense to operate. All other administrative permits are complete, but delays in resolving the land overlap, ongoing since 2022 have stalled progress. PR Manager Parsaroan Sirait stated on Dec 17, 2025, that while the investment aims for mutual benefits, relocation is possible if unresolved soon: "No one can guarantee; we'll see later." Local government is pushing for resolution, including alternative land offers, amid high community expectations for jobs.
