The supervision work is mainly on-site supervision, focusing on the implementation of policies on increasing coal production and supply in relevant provinces, autonomous regions and enterprises, the verification and release of advanced production capacity, and the procedures for the construction and commissioning of relevant projects. the implementation of medium-and long-term contracts for coal for power generation and heating, the implementation of medium-and long-term contracts, and the implementation of price policies in coal production, transportation, trading and sales, The implementation of the market-oriented price mechanism of "benchmark price + up and down fluctuation" for coal-fired power generation.

The supervision work adheres to the problem orientation, urges the relevant localities and enterprises to check and correct themselves against the national energy supply and price stabilization policies and measures, and will strictly supervise the rectification and reform if the implementation is not in place. With regard to illegal price acts such as fabricating and disseminating information on coal price increases, maliciously hoarding, coaxing up prices, colluding in price increases, and colluding in price increases, we will actively cooperate with market regulatory departments to investigate and deal with them in a timely manner in accordance with the law, and strive to ensure the smooth operation of the energy market. to create a good atmosphere for energy supply and price stability.

In view of the difficulties and problems encountered by enterprises in releasing advanced production capacity, supervision will go deep into enterprises and relevant departments, promote the implementation of the requirements of "release, management and service", and help enterprises coordinate and solve the outstanding problems affecting the release of production capacity. through parallel processing of relevant procedures and other measures, efforts will be made to increase coal supply and ensure the people's demand for coal for production and daily use.

Relevant departments lower coal storage standards for power plants in peak season

In order to implement the decision-making and deployment of the CPC Central Committee and the State Council, rationally regulate the use of coal resources, do a good job in ensuring the supply and stability of coal, and ensure the safe and stable supply of coal and coal power, the relevant departments are required to improve the safety coal storage system of coal-fired power plants, reduce the coal storage standards of power plants in peak season, and keep the safety bottom line of coal storage for seven days. In principle, the available days of coal storage in power plants during the peak season of thermal coal consumption should be kept at 7-12 days, and the upper limit of coal storage during the peak period of coal consumption should not be higher than 12 days.

Improving the safety coal storage requirements of coal-fired power plants, moderately lowering the coal storage standards in peak season, and keeping the safety bottom line of coal storage for 7 days are of great significance for mobilizing and invigorating inventory resources, stabilizing coal prices and improving the level of energy security supply. With the gradual improvement of the long-term mechanism of stable coal supply and price, such as medium-and long-term contracts, the guarantee capacity of coal has been significantly enhanced. Implement the differential coal storage system in the off-peak season, encourage more coal storage in the off-season, and create conditions for balanced production for production enterprises; encourage low-storage and prosperous use in the peak season, and appropriately reduce the storage of coal during the peak period, which can alleviate the contradiction between the fluctuation of demand for thermal coal and the balanced production of coal, maintain the coordination of supply and demand, and promote the continuous supply and price stability of thermal coal.

The National Development and Reform Commission and the National Energy Administration have set up special classes for the protection and supply of power coal to include power plants that implement the differential coal storage system in off-peak seasons into the key scope of protection, so as to ensure that the seven-day safe coal storage bottom line of power plants is firmly adhered to. When the available days of power coal inventory in the operation of the power plant is less than 7 days, the key guarantee and supply mechanism will be started immediately, and the relevant departments and key enterprises will focus on the coordination and guarantee of coal source, transport capacity and so on.

The National Development and Reform Commission will organize the centralized signing of medium-and long-term contracts for coal for power generation and heating in the heating season in Northeast China.

In order to do a good job in ensuring the full coverage of medium-and long-term contracts for coal for power generation and heating, and to ensure the demand for coal for power generation and heating in the northeast region and the warm winter of the people, after organizing coal production and transportation, all parties need to link up repeatedly, and the coal resources for power generation and heating in the heating season in Northeast China have been implemented. Recently, the National Development and Reform Commission will organize relevant provincial and regional economic operation departments, major coal production enterprises in the northeast region, guaranteed coal mines and key power generation and heating enterprises in the northeast region to centrally sign medium-and long-term contracts for coal in the heating season. the proportion of coal occupied by medium-and long-term contracts in power generation and heating enterprises will be increased to 100%. Through the centralized signing of medium-and long-term coal contracts for power generation and heating enterprises, coal for heating and power supply in winter in Northeast China will be fully implemented, ensure the stability of coal sources in enterprises, effectively reduce procurement costs, and optimize the pattern of resource allocation. to ensure that the people are warm through the winter.
