On July 2, the 14th five-year Plan for National Economic and Social Development of Huangpu District and Guangzhou Development Zone and the outline of long-term goals for 2035 (hereinafter referred to as "the outline of the Plan") was officially released.

According to the outline of the Plan, Huangpu District of Guangzhou will create four new industrial chains with emerging advantages, including new displays and integrated circuits.

Building a new display industry chain

Follow the law of the evolution of flat panel display technology path, implement the "bright screen" project, focus on the development of OLED and Micro-LED, 4K and 8K ultra-high-definition display industries, actively cultivate printing display, new organic flexible display and other sub-industries, deeply cultivate the construction of industrial chain, and create a new international display capital. Make up for the shortcomings of key common technologies. Build a public technology platform integrating R & D experiments, testing and verification, patents, standards, and document information services, strengthen the sharing of multi-disciplinary innovation resources and R & D coordination, strive to achieve breakthroughs in filling gaps and gaps in key areas such as organic light-emitting materials and photoresist, and organize to promote Micro-LED mass production technology. Relying on platforms such as the National New display Technology Innovation Center and the Ultra HD Video Manufacturing Innovation Center, we will accelerate the development of key common technologies, software and hardware, and large-scale applications in areas such as printing display and image digital processing chips.

Construction of integrated circuit industry chain

We will implement the "strong core" project, actively develop the industrial-grade IC industry, promote the development of sensors and other high-performance semiconductor components, equipment, materials and applications, strengthen the layout of the third-generation semiconductor field, and establish a core area for the development of Guangdong-Hong Kong-Macau Greater Bay Area's integrated circuit industry and a chip semiconductor industry agglomeration center. Give full play to the leading role of key enterprises such as Yue Xin, Gao Yun and Xingsen Express, improve the chain of "IC design-SoC design-component scheme design", cultivate and strengthen a number of integrated design, manufacturing and packaging enterprises in subdivided fields, expand and strengthen the design, manufacturing, packaging and testing industry clusters, and make every effort to build China New knowledge City Integrated Circuit Industry Park. Strengthen the coordination among the government, scientific research institutions and key enterprises, jointly create a provincial integrated circuit public technology platform with functions such as EDA, IP library, multi-project wafer flow, and reliability verification, promote key technologies such as radio frequency, equipment and materials, and characteristic processes, and cultivate a number of advantageous enterprises with strong domestic substitution capabilities. Strengthen cooperation with the national integrated circuit fund, jointly set up a market-oriented integrated circuit industry investment fund, enhance the professional operation ability facing the whole life cycle of the industry, and promote the rapid growth of the integrated circuit industry.

The outline of the Plan also proposes that a new generation of information technology industry at the 300 billion level will be built. We will co-ordinate the development of electronic information, artificial intelligence and other industries, increase steadily, expand capacity and improve quality, and form a new generation of information technology industry clusters with a greater driving force for growth and outstanding international influence. Highlight the development of electronic core industries, such as new displays and integrated circuits, sensors, and third-generation semiconductors, and accelerate the development of subdivisions such as the Internet, cloud computing, big data, block chain, high-end software, terahertz, and satellite applications, to form a first-class information infrastructure industry in China.

A number of projects such as Guangdong Semiconductor and Shennan Circuit have been listed as the key projects of the new generation information technology industry.

Key projects of new generation information technology industry

Guangzhou Huaxing 8.6th generation oxide semiconductor new display device production line project: the land area is 815mu, the first investment is the construction of T9 project, with a total investment of 35 billion yuan, mainly producing and selling small and medium-sized high value-added IT displays, etc., after completion, the glass substrate is expected to project 180000 pieces per month.

Optomask project for semiconductor applications: with a land area of 50, 000 square meters and an investment of 3.07 billion yuan, covering 14nm and above, we will build a local photomask commercialization company in China to fill the gap in the semiconductor industry chain.

Yuexin Semiconductor project: the first phase invests 5 billion yuan and uses 90nm-180nm process, focusing on establishing the analog chip manufacturing foundation on the 12-inch production line; the second phase invests 6.5 billion yuan to extend into the 55nm-90nm process based on the first phase process; the third phase plans to invest 18.5 billion yuan to use 40nm-55nm process to promote the high-end analog chip manufacturing process to reach the international leading level.

Shennan circuit Guangzhou packaging substrate project: the land area is about 143000 square meters, with an investment of 6.14 billion yuan to build a FCBGA packaging substrate production base, which can achieve an annual output value of 8 billion yuan after reaching production.

Xingsen Technology Semiconductor Packaging Industry Base: with a land area of 32000 square meters and an investment of 3 billion yuan, we will build a production base for high-density IC packaging substrates, semiconductor test boards and semiconductor devices and modules.

Visual source intelligent manufacturing and pilot test base: land area of 67000 square meters, investment of 4 billion yuan, construction of industrial 4.0 intelligent main control card production base, intelligent interactive machine production base, display and control product pilot test research center and new materials, new technology research center.

5G communication RF front-end saw filter project: land area of 25000 square meters, investment of 3 billion yuan, focus on R & D and manufacture of 5G communication radio frequency filter, with independent intellectual property rights, output value of 1 billion yuan can be achieved.

Guangzhou Skyworth Intelligent Industry Innovation Base Ultra HD display Science and Technology Industry Park: construction area of about 420000 square meters, investment of 4.1 billion yuan, construction of ultra-high definition intelligent color TV industry base, output value of 24 billion yuan.

Baidu intelligent transportation project for self-driving and vehicle-road coordination: a total investment of 1.5 billion yuan to build intelligent transportation infrastructure base, big data, vehicle-road coordination three intelligent transportation AI engines to carry out intelligent upgrading and debugging of vehicle autopilot.

In addition, the outline of the Plan also proposes to build a first-class courtyard and a strong institute ahead of time. Speed up the construction of a number of high-level research institutions, such as Guangdong Guangdong-Hong Kong-Macau Greater Bay Area National Nanotechnology Innovation Institute, Guangdong Guangdong-Hong Kong-Macau Greater Bay Area Integrated Circuit and system Application Research Institute, Huangpu Advanced Materials Research Institute, Changchun Institute of Chemical Engineering, Chinese Academy of Sciences, Guangdong Guangdong-Hong Kong-Macau Greater Bay Area hard Science and Technology Innovation Research Institute, and Guangdong corrosion Science and Technology Innovation Research Institute.
