It not only provides a strong support for the fight against the epidemic, but also wins the initiative to restore the economy. The "two guarantees" were clearly put forward at the first time. Faced with the extremely outstanding pressure of fiscal balance, various localities have overcome difficulties and taken positive actions to ensure the overall economic and social stability of the region, and some provinces and cities have made important contributions to the smooth operation of national finance. In the process of implementing the pro-active fiscal policy, various localities have focused on the most prominent problems at present, persisted in responding to difficult problems with reform, launched a number of practical and hard moves, and created a lot of good practices and experiences. The year 2020 marks the end of the 13th five-year Plan. IV. Adhere to and strengthen the Party's leadership over financial work and comprehensively improve the quality of Party building in the financial system.

The leadership of the party is the "Poseidon needle" to overcome all difficulties and risks, and it is the biggest national condition that cannot be separated from the economic and social development of our country. We should profoundly understand and accurately grasp the great significance of upholding and strengthening the party's leadership over financial work, and further promote all kinds of work in the financial system to administer the party strictly in an all-round way, so as to provide a fundamental guarantee for promoting the construction of a new development pattern and achieving high-quality development.

(1) strive to improve the targeted effectiveness of study and education, and better use the party's innovative theory to arm the mind, guide practice, and promote work. Regard Xi Jinping's thought of socialism with Chinese characteristics in the new era as a "compass" and "fixed star", persist in reading the original works and understanding principles, learn to make good use of important works such as "Xi Jinping on governing the country" and other important works, and continue to expand the breadth and depth of theoretical study. We will improve the regular learning mechanism, highlight the "key minority" and young cadres, make good use of the financial lecture hall and the online platform for cadre education, and do a good job of study and education in a planned and hierarchical manner. Combined with celebrating the 100th anniversary of the founding of the party, we should conscientiously carry out the study of party We should carry forward the style of study of combining theory with practice and earnestly turn the learning achievements into a vivid practice of promoting financial reform and development.
